A Research On The Path Choice Of Precise Poverty Alleviation In Ecological Tourism In Huayuan County Of Hunan Province

At present,China is in the midst of a decisive stage in finishing building a moderately prosperous society in all respects and sprint stage of poverty alleviation.The 13th Five-Year Plan proposed that China achieved that all the poor population and regions shake off poverty through the full implementation of the basic strategy of precise poverty,accurate poverty.Huayuan is the major county of the old revolutionary area,ethnic area,and national poverty alleviation and development.It is also the main battlefield for the regional development and poverty alleviation in Hunan province.Fragile ecology is not only the important causes of poverty in Huayuan,but also the main obstacle to carry out the local poverty alleviation.And the development of ecological tourism can not only reflect the major ideas of party and the state about the precise poverty,but also fully consider the actual situation of Huayuan.This paper takes Huayuan County of Hunan Province for an example to discuss the path choice of precision poverty alleviation in ecotourism.First of all,by combing the existing research results,the paper defines the relevant concepts of precise poverty alleviation in eco-tourism and clarifies the scope of research.This paper understands the theoretical connection between eco-tourism and precise poverty alleviation by means of the theory of vicious circle of poverty,the theory of tourism multiplier effect and the theory of scientific development.At the same time,the paper analyzes the direct effect,indirect effect and counteraction of eco-tourism development on precise poverty alleviation;therefore,the comprehensive understanding of precise poverty alleviation in eco-tourism is formed and provides theoretical support for the follow-up research.Secondly,the paper analyzes the poverty situation of Huayuan County in Hunan Province by means of literature investigation and field investigation.The SWOT analysis is used to systematically and objectively explain the advantages,disadvantages,opportunities and threats of Huayuan County's development of eco-tourism industry.Field investigation and case analysis is used to analysis the status,effectiveness,problems and internal and external causes of precision poverty alleviation in eco-tourism in some villages,such as Xizhenmendai,Paila,Pojiao in Xi Town and Jinlong,Shibadong and Zhier in Shuanglong Town.The paper analyzes the current situation of poverty alleviation in ecotourism in Huayuan County and puts forward the path choice of promoting the poverty alleviation in ecological tourism,combining with the relevant experience of tourism poverty alleviation in foreign countries,such as Nangla,Glasgow and domestic counties,such as Lvdong Mountain Area of Baojing County and Xiaguan Village of Ningyuan County.The path choice means that the construction of development and creation model of precise poverty alleviation in ecological tourism in Huayuan County,and the specific measures include:(1)constructing of tourism poverty alleviation cooperation platform,and take advantage of the functions of the government at all levels;(2)paying attention to the selection of tourism helping enterprises to strengthen enterprise poverty consciousness;(3)guiding the poor people to actively participate in the development and poverty alleviation in eco-tourism.
