Rural Territorial Multi-functionality Evaluation And Poverty Alleviation Strategy In Huanjiang Of Guangxi

As the coordinated growth of urbanization,industrialization and the agricultural modernization in China,the regional man-land relationship has undergone tremendous changes,the multi-functionality value of rural area has become increasingly prominent,and the trend of rural regional function and development orientation have present diversity.Since the 18 th national congress of the communist party of China,to solve the problem of "agriculture,rural areas and farmers" as an important task of the whole party.It also requires further speed up the balance urban and rural development,accelerate the development of rural economy,narrow the gap between urban and rural areas,further promote the new rural construction and poverty alleviation development,and comprehensively improving rural production and living conditions,and aim to achieve the grand goal on building a moderately prosperous society by 2020.Based on this background,taking Maonan Autonomous County in the northwest of Guangxi which is in backward economic development as an example and township as an evaluation unit,to divides the Huanjiang rural area into four functions: cereal production,economic development,ecological protection and social security.Based on the deep understanding of connotation of the multi-functional of rural areas,we combined the research progress at home and abroad and the availability and scientificity of data,to construct a multi-functional evaluation system and to determine the weight of multi-function evaluation indexes of the rural area in Huanjiang through the combination of subjective and objective weighting method.Natural breakpoints classification method is used to classify the four functions and their comprehensive functions in the rural areas of the Huanjiang by Arc GIS.Based on the analysis of the spatial difference characteristics of the regional functions,the dominant function type of rural area and the poverty alleviation model in the Huanjiang township were proposed.The main conclusions are as follows.(1)According to the evaluation results,the first-grade regions of four functions and comprehensive functions in the Huanjiang were identified.In 2016,the first-grade regions of the economic development function was Sien Town;the first-grade regions of cereal production function were Sien Town,Luoyang Town,and Chuanshan Town;the first-grade regions of social security function were Sien Town,Dacai and Daan Township;the first-grade regions of ecological protection function were Chuanshan Town;the first-grade regions of comprehensive function was Sien Town.The result showed that there was a positive correlation between the level of economic development and the level of social security,that is,the higher the level of economic development,the higher the level of social security.(2)According to the result of first-grade regions of four functions and comprehensive functions,the dominant function type of rural region in Huanjiang was determined.The town in dominant function type of economic development was Sien town;the towns in dominant function type of cereal production were Shuiyuan Town,Luoyang Town,Minglun Town and Changmei Township;the towns in dominant function type of social security were Dacai Township and Daan Township;the towns in dominant function type of ecological protection were Chuanshan Town,Xianan Township,Dongxing Town,Longyan Township and Tamile Miao Township.Further analysis shows that the positioning of these township's dominant function types were also related to their geographical locations and topographic conditions.(3)The research group obtained four kinds of poverty alleviation models to evaluate natural and socio-economic factors according to the result of township's dominant function types through the field research on the precise poverty alleviation of the Huanjiang,including: western poverty alleviation model of eco-agricultural tourism development;northern poverty alleviation model of tridimensional forestry development;central poverty alleviation model of agricultural industrialization and southern poverty alleviation model of village enterprise linkage industrialization.Through the construction of the Huanjiang poverty alleviation model,the results can provide scientific basis for sustainable economic development in Huanjiang.
