Study On The Development Strategy Of Dongning Customs Under The Construction Of Longjiang Silk Road Belt

As the grass-roots customs under the vertical management system of the customs system,the Dongning Customs(hereinafter referred to as the "Dongning Customs")of the People's Republic of China is located in the port city of Dongning,a node port city in the construction of the Longjiang Silk Road Belt,which is responsible for the four traditional functions of customs,which are responsible for supervision,taxation,smuggling,and statistics,while facing the current new situation and new challenges,the level of administration according to law,entry and exit risk control and facilitation of trade are of great significance to serving the country in expanding its open economic system.The "Heilongjiang Land and Sea Silk Road Economic Belt"(hereinafter referred to as "Longjiang Silk Road Belt")is the policy outcome of the Heilongjiang Provincial Committee's initiative to connect with the country's "The Belt and Road" initiative.Dongning City,where Dongning Customs is located,is exactly at Ha-Mu-Sui-Dong industrial gathering belts of Longjiang Silk Road Belt.The roads and belts have a unique advantage in geographical location.In particular,a series of state-level major plans promulgated in recent years attach great importance to and support the development of Dongning City,which is a very important development opportunity for the port of Dongning and beneficial to giving full play to the development of Dongning in the construction of the Silk Road in Longjiang Bridgehead and hub functions.In November 2014,the General Administration of Customs issued the "Overall Plan for the Comprehensively Deepening Reform of Customs" and proposed an initiative deployment around the "The Belt and Road" to promote the establishment of an integrated customs clearance management framework.Starting with the improvement of mechanisms for mutual cooperation and mutual recognition within the Customs,also advocated the consolidation and promotion of exchanges and cooperation with the national customs along the "The Belt and Road" under bilateral and regional mechanisms.In April 2016,the State Council agreed to set up a key experimental area for the development and opening up of Suifenhe-Dongning in Heilongjiang Province as an important window for China's opening up to Russia and an important frontline for its cooperation in Northeast Asia.In March 2017,Heilongjiang Provincial Government issued a number of policies to supportthe Suifenhe-Dongning key development and opening-up pilot area,specifically to promote the sharing of information in the customs,inspection and quarantine,border inspection and transportation departments in the pilot area,to improve the efficiency of customs clearance,to implement risk management system of import and export business and to impluse the pilot clearance mode of "a declaration,a check,a release".Therefore,under the guidance of the concept of new development of the country,the comprehensive deepening of the customs and the opening-up trend of local governments,a new topic has been proposed for the development of grass-roots customs.From the perspective of strategic management,based on the PSET and SWOT methods,this paper studies internal and external environmental conditions furtherly on the condition of new situation,new requirements,new stage.The article put forward the “Four Governance” of Dongning Customs(political governance,innovation governance,cultural governance,and technology governance),the development path of “Four Modernizations”(integration of port supervision modes,standardization of administrative enforcement modes,three-dimensional risk prevention and control modes,and scientific model of service assurance)has been formulated,and finally We put forward three safeguard measures: team building,technology application,and internal and external communication to promote the implementation of development strategies,so as to explore the traditional ways and means of reforming the border customs development which is to promote the grass-roots customs management system and modernization of governance capacity optimization and upgrading,and actively play an escort role for the grass-roots customs in the construction of "The Belt and Road",so as to provide useful samples and references to enhance the level of opening up along the border,create a bridgehead for Russia's opening up and promote the stable development of the border areas.
