Under The multiple planning background,this paper analyzes and studies the current situation,reasons and combination of the map-spot difference of construction lands for "two plans",including: the urban and rural planning,and the lands use planning in Pingxiang City.This study mainly includes 6 parts: the introduction,the general situation for the Pingxiang City and the multiple planning integration of the Pingxiang City,the current situation analysis and combination treatment for the construction lands classification standard,the current situation analysis for the map-spot difference of the construction lands with "two plans" in Pingxiang City,the combination analysis for the different map-spot of the construction lands with "two plans" in Pingxiang City,the conclusion of the study and discussion.The most important is the current situation analysis and combination treatment for the construction lands classification standard,the current situation analysis for the map-spot difference of the construction lands with "two plans" in Pingxiang City,the combination analysis for the different map-spot of the construction lands with "two plannings" in Pingxiang City of 3 parts.Based on the analysis of the construction lands classification standard about the urban and rural planning and the lands use planning,the current situation analysis and combination treatment for the construction lands classification standard analyzes the similarities and differences of the construction lands classification standard between the "two plans".That is,takes the unified construction lands classification standard with the "two plans" into four second-degree types,including: the urban and rural construction lands,the mining lands,the transportation lands,the facility lands,and into 12 third-degree types,including: the urban construction lands,the rural construction lands,the mining lands,the railway lands,the highway lands,the civil airport lands,the port and dock lands,the pipeline transportation lands,the water conservancy facilities lands,the public service lands,the military installations lands,the famous scenery lands.Based on the splitting the construction lands planning map together with "two plans",the current situation analysis for the map-spot difference of the construction lands with "two plans" in Pingxiang City,sum up the different map-spot quantities of the construction lands with "two plans",have the total area of 30691.16 hectares for the different map-spot of the construction lands,accounting for 8.01% of the total area of Pingxiang city.Among them,the different map-spot of the construction lands that are belong to the urban and rural planning,and not belong to the lands use planning,have 3873.74 hectares,the different map-spot of the construction lands that are not belong to the urban and rural planning,and belong to the lands use planning,have 26817.41 hectares.Analysis of the conflict map-spot between the construction lands and the ecological protection red lines,between the construction lands and the permanent basic farmland control line with "two plans",according to the combination train of thought for the construction lands with "two plans",the study analyzes the combination for the construction lands with "two plans" in Pingxiang City,through the connection adjustment of the construction lands with "two plans" in Pingxiang City,the total of 9442.41 hectares of lands are allocated for the construction lands,the total of 5058.9 hectares of lands are allocated off the construction lands;it carries out 14501.31 hectares the connection adjustment of the construction lands with "two plans" in Pingxiang City,accounting for 3.79% of the total area of Pingxiang city.According to the analysis of the construction lands classification standard with "two plans" in Pingxiang City,the current situation analysis for the map-spot difference of the construction lands with "two plans" in Pingxiang City,the reasons analysis and the combination treatment analysis,the study finally realizes the unification of the construction lands classification standards with "two plans" in Pingxiang City,realizes the unification of the map-spot distribution and quantity for distribution and quantity with "two plans".In order to develop and implement the experimental work of the multiple planning integration in Pingxiang City,the study provides the combination data bases of the construction lands and the theoretical basis for the combination of the construction lands classification standards,at the same time,the study provides the theoretical and practical basis for the experimental work of the multiple planning integration with the other cities in Jiangxi Province...
