Transportation industry is one of the most basic industries in the world economic development,and it is also the basis for the rapid economic development of our country.The higher the degree of spatial displacement conversion between people and goods,the higher the speed and quality of economic development.To promote the vigorous development of transportation industry is a prerequisite to ensure the implementation of major economic strategy in China and an important way to improve the living standards of the people.In addition,since the development of our national economy has been transformed into a new normal situation,the establishment of a comprehensive,systematic and modern comprehensive transportation system is a necessary means to reform the supply-side structure of our country,and will greatly promote our country's development.To the pace of a well-off society in an all-round way.In order to construct a modern comprehensive transportation system,it must depend on the highly scientific,standardized and rationalized comprehensive transportation management system.Therefore,under the tide of the reform of the world government system,under the background of the comprehensive development and construction of the comprehensive transportation industry in China,this paper is based on the above considerations,taking Shaanxi Province as an example and taking the development experience of the transportation industry at home and abroad as a reference.Based on the present situation of transportation development in Shaanxi Province,this paper explores the mode of comprehensive transportation management system reform in Shaanxi Province.In this paper,the background and significance of the research are first expounded.It is pointed out that the third Plenary session of the 19 th CPC Central Committee adopted the "decision of the CPC Central Committee on deepening the Reform of the Party and the State Organization" and the State Council called for the establishment of a comprehensive transportation system and the Ministry of Communications and Transport proposed to reform the traffic and transport management.In the context of the system,Based on the requirement of constructing the integrated transportation management system of Shaanxi Province,which was put forward in the 13 th Five-Year Plan of Shaanxi Province,this paper explores and studies the reform of the integrated transportation management system in Shaanxi Province.Secondly,the related concepts of the integrated transportation management system and the integrated transportation management system are clearly defined.The paper summarizes the development of transportation management system in three developed countries such as the United States,Britain and Japan,as well as Jiangsu Province,Beijing City and Shenzhen City,and analyzes the characteristics of the system.Thirdly,this paper introduces the present situation of transportation development in Shaanxi Province from the aspects of highway,waterway,railway,civil aviation,urban passenger transport and urban and rural passenger transport,and summarizes the characteristics and problems of provincial traffic and transportation management system in Shaanxi Province.Finally,based on the experience of foreign developed countries and domestic major provinces and cities,combined with the characteristics of Shaanxi Province transportation development and the current traffic management system.The paper puts forward the overall framework of the reform of the integrated traffic and transportation management system in Shaanxi Province and the guiding ideology,basic principles,general objectives,concrete suggestions and safeguard measures for the establishment of the reform of the integrated traffic and transportation management system in Shaanxi Province.
