Decisions In A Closed-loop Supply Chain With Sales Effort Based On The Government Tax And Subsidy

To accomplish a resource-saving and environment-friendly system is necessary for the construction of socialist ecological civilization and modern economic system.The government,enterprises and institutions are concerned about the development of low-carbon circular economy,such as reducing carbon pollution.The research of closed-loop supply chain is based on the theory of circular economy and the maximization of product life cycle.It combines forward supply chain and reverse supply chain to realize the win-win situation of environmental benefit and economic benefit.In recent years,researches mainly focuses on the environmental pollution caused by waste nonferrous metals,discarded electronic products,there is few studies on remanufactured products sales.Most consumers cannot voluntary consume remanufactured products,so the government must spread knowledge of remanufacturing,leading consumers to active consumption remanufactured product and recycling waste resources.Therefore,this study is based on differences between new products and remanufactured products for consumers,considering the sales efforts of retailers for the sales of remanufactured products,such as shelf display,advertising and preferential promotion.The paper built a closed-loop supply chain model,discussed the optimal decisions,system members' profits.The result shows that,the sales efforts can be used to achieve the objective of promoting waste products collection and remanufacturing by improving the market demand of remanufactured products.Government as manager and supervisor of waste resources recycling,successively implemented "Replacement-subsidy","waste electric and electronic products processing fund subsidy" to support the development of resources recycling industry,in terms of effectively promoting the recycling of waste products.This study involves two models,the government tax the manufacturer according to the new products sales,and subsidize the retailer based on remanufactured products sales.The research discussed the differences of closed-loop supply chain with sales efforts about optimal decisions,system members' profits based on government tax and subsidy.This proves that sales efforts based on government tax and subsidy can effectively influence the recycling and remanufacturing of waste products.
