The Research On Effectiveness And Influencing Factors Of Chinese Local Government Patent Policy

The function and effect of patent policy are always controversial issues.Since China formally established the patent system,the number of patents in China has been growing rapidly,which means that the under the drive of policy has produced a large number of low-quality patents.Junk patents and innovation bubbles raise a question: Is Chinese local government patent policy really effective? In order to solve this problem,based on the local government patent policy implementation status and China's 2001-2015 provincial panel data,this paper uses the evaluation model to measure the effectiveness of patent policy to analyze the effect of local government patent policy.What's more,the paper use the Tobit model to study the effect of patent policy environment,industrial development environment,open environment,foreign investment environment,industry-university-research cooperation.Based on the database of China's policy documents,the official website of the local government and the number of patents,the paper understands the status of patent policies of local governments in China.We can find that,since the establishment of the patent system in 1985 in China,the number of local governments patent policy is increasing,which also promoted the rapid growth of domestic patent application.However,the number and quality of innovation results deviate from the phenomenon,the issue of patent policy effectiveness is worth pondering.The paper constructs an evaluation model of patent policy effectiveness of local governments in China,and comprehensively evaluates the effectiveness of patent policy through patent input index,patent output index,benefit output index and regional development index.The results of policy effectiveness evaluation show that the actual value of each index of provinces and cities in China has an obvious growth trend.The overall effectiveness index of patent policy of local governments in China is increasing,and the implementation effect of patent policy of local governments in different provinces and cities in China is quite different.In general,the patent policy effectiveness index and score showed a downward trend from east to west.Furthermore,the Tobit model is used to make an empirical study on the factors affecting the implementation of patent policy.The results show that the introduction of patent policy can significantly affect the development and creation of patents and the transformation of patents,thus affecting the development of regional innovation economy.Industrial development environment,foreign investment environment and industry-university-research cooperation have played an important role in promoting the implementation effect of patent policy in China.Industrial upgrading and development has played a role in guiding the flow of innovative capital,guiding social resources to patent invention-creation and other activities.There is a big gap between China's patent quality and foreign countries,facing the external competition environment,China can also fully absorb the external innovation resources.Industry-university-research cooperation can strengthen the industrialization of patents,improve market value,thus promoting the implementation effect.Finally,through the regional regression,we find that there are differences in the effect of the influencing factors in different regions,and comprehensively analyze the difference effect of regional security conditions.Last but not least,the paper provides effective policy recommendations for different regions and strengthen the implementation effect of patent financing policies of local governments in China.
