Manufacturing industry is the pillar industry of the national economy and the foundation of a strong country.As an important part of manufacturing,patent-intensive manufacturing has gradually become a driving force for industrial transformation and upgrading.It plays an irreplaceable role in promoting employment and enhancing international competitiveness.Strategic role.Based on the theoretical basis of statistics,technological innovation theory,and industrial economics,this study starts with the research results and practices of intellectual property-intensive industries and industrial innovation capabilities at home and abroad,and patent-intensive industries issued by the State Intellectual Property Office.In the Catalogue(2016)(trial),40 medium-sized industries involved in manufacturing were selected as the research objects.First,a measurement index system for the patent-intensive manufacturing industry was established.Ten thousand invention patent applications,ten thousand people's invention patents,and R&D were selected respectively.Four indicators,such as investment intensity and R&D personnel input intensity,use entropy method to define high patent-intensive manufacturing industries and general patent-intensive manufacturing industries;second,from innovation input,innovation output,innovation technology acquisition and transformation and innovation environment At four levels,16 secondary indicators,including R&D expenditures,patent applications,hi-tech enterprise tax relief and technology import expenditures,were selected to establish an evaluation index system for industrial innovation capabilities,using principal component analysis.Defining the high patent-intensive manufacturing industry and general patent-intensive manufacturing The industry's innovation capability is evaluated comprehensively.Then,it compares with the innovation indicators in “Made in China 2025”,which proves the rationality of the defined industry and the selected indicators.Finally,based on the knowledge production function,a high patent-intensive model is established.Manufacturing industry and general patent-intensive manufacturing industry innovation models reveal the factors that influence the innovative capacity of the patent-intensive manufacturing industry.This raises the countermeasures and suggestions for improving the innovation capability of the patent-intensive manufacturing industry.This research shows:(1)There are 18 highly patent-intensive manufacturing industries and 22 general patent-intensive manufacturing industries.Most of the highly patent-intensive manufacturing industries are at the technological creation stage,while the general patent-intensive manufacturing industries are at the stage of technological use and transformation;(2)The highest scores in the evaluation of patent-intensive manufacturing industries and the lowest in the industry are communication equipment manufacturing and radar and ancillary equipment manufacturing.In general,the patent-intensive manufacturing industry has the highest overall score for innovation evaluation and the lowest industries are automotive vehicle manufacturing and metal surface treatment;(3)The influencing factors of innovation capacity of high patent-intensive manufacturing industries are:R&D expenditures,R&D personnel input,technology import expenditures,and technology digestion and absorption expenditures;and the main factors affecting the innovation capacity of the general patent-intensive manufacturing industry are :R&D expenditures internal expenditures,R&D personnel input,government departments' funds for science and technology activities,and new product exports.(4)It has improved the patent-intensive industry,defined the index system,increased government expenditure on science and technology expenditures,increased the training model for innovative talents,improved the intellectual property right protection assistance mechanism,and expanded financing channels etc.
