On the basis of the research of relevant theories on organization and organizational structure with the literature research method,the paper focuses on the research of the current situation of optimizing the organizational structure design made by foreign and domestic scholars.And then,with the method of investigation and analysis,the paper analyzes the current organizational structure of Shaanxi Qinfeng Gases Co.,Ltd.(hereinafter referred to as “Qinfeng Company”)from multiple perspectives,points out the problems of the headquarters of Qinfeng Company such as incomplete setting of departments,unclear division of responsibilities and insufficient professional competence,as well as the problems of subsidiaries of Qinfeng Company such as mismatching department setting and businesses and insufficient human resources and analyzes causes of the problems of the organizational structure of Qinfeng Company from three aspects,i.e.acknowledgement of market environment,allocation of human,financial and physical resources and emphasis of the management.And then,on the basis of the research on the influencing factors of Qinfeng Company,such as organizational strategy,organizational size and organizational environment,the paper,through the optimization design of the current organizational structure of Qinfeng Company,adjusts the functional positioning of the headquarters of Qinfeng Company from “production services type” to “investment control type”,realizes the effective control on subsidiaries by the headquarters of the Qinfeng Company through setting of regional centers,further gives play to the professional advantages of the subsidiaries on the basis of improving their operating ability and defines the functions of the subsidiaries as “professional production workshops” to boost Qinfeng Company to realize great-leap-forward and professional development.In the process of research,the paper fully considers the current management and future strategic development planning of Qinfeng Company.Through optimization by stages,the control objective of “regions control by headquarters and services provision by regions” will be gradually realized,which not only solves current problems in the organizational structure of Qinfeng Company,but also proposes specific suggestions on the future organizational structure optimization of Qinfeng Company.Finally,from the two aspects of organizational guarantee and system guarantee,the paper proposes measures and suggestions for the organizational structure optimization of Qinfeng Company: specify the responsibilities of relevant departments for organizational structure optimization through a clear work plan;create a strong atmosphere of participating in and supporting reform in the company through multi-channel propaganda with internal media;and continue implementing the system of simplifying administrative procedures and delegating powers to lower levels,carry out employee stock ownership plan and implement flexible system and mechanism to ensure the smooth implementation of the organizational structure optimization plan of Qinfeng Company.
