The benign interaction between urbanization and industrialization is the strategic requirement for the simultaneous development of the "four modernizations" in the new era.While,there are many problems in the process of urbanization and industrialization in China at present.Only by correctly grasping the current development status of industrialization and urbanization,can we promote the sustainable and healthy development of industrialization and urbanization.Urban function is the role played by the city in the social economy and society.It is one of the indicators of the status quo of urban development.It reflects the urbanization level of the city to a certain extent.The urban manufacturing industry is the core sector of the urban industry,and its development level is also reflecting the level of industrialization of the city to a certain extent.Therefore,to provide a new perspective for the study of urbanization and industrialization,this paper starts with the development of urban function and manufacturing industry,taking 31 cities in the Yangtze River Economic Belt as the research object,and makes research on the development level and coordination of its urban function and manufacturing industry.By constructing a comprehensive evaluation index system of urban function and manufacturing development level,this paper uses entropy method to calculate the comprehensive development level of urban function and the development level of manufacturing industry of 31 cities in the Yangtze River Economic Belt from 2008 to 2016,and make descriptive analysis.By constructing a coupling coordination model,we measure the coordination between urban function and manufacturing development,and to analyze the distribution characteristics of coordination degree from the dimension of time and space.Besides,we analyze and summarize the synergistic changes of urban functional level,manufacturing development level and coordination degree.We explore the factors affecting coordination through panel data regression model,and analyze the intrinsic mechanism of the impacts of these factors.According to the development level of urban function and manufacturing industry and the degree and change of coordination level,several problem cities are selected.The study found that in terms of the level of urban function development,Shanghai,Chongqing and Chengdu,Hangzhou,Nanjing,Wuhan have the highest level of urban function development,and except that the urban functional level of some cities such as Shanghai and Chongqing varies greatly with time,the urban functional level changes of other cities are relatively small.In terms of manufacturing development level,Shanghai,Suzhou,and Chongqing have the highest level of manufacturing development,and the manufacturing development level of each city fluctuates with time.As far as the coordination between urban functions and manufacturing is concerned,in general,the coordination of Shanghai and Chongqing is still the highest.Besides,the coordination of Nanjing,Hangzhou,Chengdu,Wuhan,and Suzhou,a prefecture-level city in Jiangsu is also at a high level.According to the time series distribution characteristics of coordination degree,according to the characteristics of coordination degree changing with time,31 cities are divided into coordination degree stable rising city,coordination degree fluctuation rising city,coordination degree fluctuation stable city,coordination degree fluctuation falling city and coordination degree stable falling city.And we found that the number of cities with stable coordination and rising volatility has risen more than the number of cities with reduced coordination fluctuations and stable decline,that is,the overall coordination of urban functions and manufacturing development in the Yangtze River Economic Belt presents a certain upward trend.In addition,through the analysis of five different types of cities,it is found that the cities with stable coordination increase are the provincial capital cities with rapid economic development and their surrounding cities;the cities with increasing fluctuations in coordination degree have already experienced a round of development and need to explore more effective developing methods;the cities with stable fluctuations in coordination degree are mostly cities with relatively stable development of cities and industries.If they want to further develop,they need to carry out transformation and upgrading to inject new power into urban development;the cities with falling fluctuations are relatively at a poor economic development level,and there are some problems in the development of these cities;cities with high economic development level and the cities with low economic development levels coexist in the cities with stable coordination fall.Cities with high level of economic development are undergoing industrial transformation and upgrading,so the speed of urban development is slowing down.However,cities with low economic levels may have many serious problems in industrial layout planning and urban construction.From the perspective of the spatial distribution characteristics of coordination degree,from the perspective of different provinces,the coordination between urban function and manufacturing industry in Shanghai and Chongqing is the highest,followed by Jiangsu Province and Zhejiang Province,and Anhui Province and Hunan Province have the lowest coordination degree.Taking the urban agglomeration as the perspective,once the negative impact of Anhui Province on the Yangtze River Delta urban agglomeration is eliminated,the urban function of the Yangtze River Delta urban agglomeration has the highest coordination with the development of the manufacturing industry,followed by the middle reaches of the Yangtze River and the lowest in the Chengdu-Chongqing urban agglomeration.Through the analysis of the urban function level,the development level of the manufacturing industry and the synergistic changes between the two,it is found that the decline of the degree of coordination in some cities is due to the decline in the development level of manufacturing industry.In addition,once a city's urban functional level is higher than the manufacturing industry,its economic development level is relatively high.Seven cities including Huainan,Huaibei,Huangshi,Jingzhou,Xiangtan,Hengyang and Yibin were selected as problem cities based on the level of urban function development,the level of manufacturing development and the level of coordinated development.Factors affecting the coordination between urban function and manufacturing development includes per capita GDP,per capita foreign direct investment,per capita science and technology expenditure,and per capita fiscal expenditure,of which per capita GDP,per capita foreign direct investment,per capita science and technology expenditure have a positive effect on coordination,and per capita fiscal expenditure has a negative effect on coordination.
