Inviting investment has always been an important measure for local governments to take the initiative to adapt to the new situation,keep up with the new trend of economic development,and accelerate the transfer of industries.At the same time,due to the influence of the evaluation mechanism system,even in the assessment of party and government objectives in some areas,even the privilege of one-vote veto system is enjoyed.Therefore,in the past ten years,local governments at all levels have included investment promotion as one of the key tasks.However,its drawbacks have become increasingly prominent: the performance appraisal mechanism established in many regions at present is only the prototype of the exploration,which leads to the insufficient effectiveness of the investment evaluation system.Even in reality,individual investors have been able to seize the loopholes in the evaluation system in order to complete the target tasks,to take the national policy funds,and to use the projects signed by the government to carry out illegal financing and other series of vicious incidents.In the social stability and economic development,it has brought about double unresting effects,while at the same time damaging the image of local governments and the decline of citizens' trust in the government,creating a vicious circle.This paper takes H area as the research object.Under the guidance of target management theory,goal setting theory,expectation theory and other performance management theories,this paper uses questionnaires,comparative analysis and other methods to investigate the existing investment promotion evaluation system in H area.Through the research,it is found that the existing investment evaluation system in H area has a series of problems such as single evaluation subject,unscientific indicator system and unreasonable evaluation method,and makes the existing investment promotion evaluation system in H area inefficient and effective.In the actual work,the results of the H-region investment promotion evaluation system can not be implemented,and often flow to the surface.The influence of the official position thought,the unscientific design of the evaluation process,and the imperfect supervision and guarantee mechanism are the main reasons for the above problems.The author tries to provide some directions for solving the above problems through research,that is,on the basis of adhering to the principles of strategy,balance,unity and comprehensiveness,from cultivating the subject of evaluation,optimizing the indicator system,re-creating the assessment process,and improving supervision Efforts are made in areas such as the safeguard mechanism.
