Research On Urban Unemployment Insurance System In The Process Of Urbanization

Vigorously promote urbanization,is an important step in building a well-off society in an all-round way and realizing modernization.Under the rapid progress of the urbanization process,the traditional labor market relations have changed greatly,and a large number of rural labors have been poured into the cities,resulting in the supply of urban labor market Contradictions have become increasingly prominent,which led to rising unemployment,the unemployment rate gradually increased.In 1986,the unemployment insurance system in our country came into being in the context of state-owned enterprises and the reform of the economic system.However,as the process of urbanization accelerates,the unemployment insurance system provided by the original unemployment insurance system faces various new problems and pressure.At present,the soundness and perfection of the unemployment insurance system in line with China's national conditions and the exploration and study of the future unemployment insurance system model have become the focus of research at the national,all levels of government and research scholars.This paper summarizes the development history of the unemployment insurance system in our country,taking Jilin Province as an example,analyzes the changing trend of employment and unemployment in the process of urbanization,consults the valuable experience of the unemployment insurance system construction in Canada,Sweden and Japan,Of the unemployed protection and assistance mode.In the research stage,the population of Jilin Province increased steadily,with an average annual growth rate of about 4 ‰.The employed population increased from 11,640,200 in 2000 to 14,470,700 in 2014,an annual growth rate of about 1.6%,lower than the population growth in Jilin Province rate.The study found that the unemployment insurance system in Jilin Province mainly faces several aspects: the difficulty of collecting unemployment insurance premiums,the unemployment insurance benefits resulting in lower payment rates,the ineffective utilization of the unemployment insurance balances and the lack of management of the unemployment insurance system.Therefore,on the basis of studying unemployment status quo in Jilin Province and drawing on mature experience of foreign unemployment insurance system and unemployment insurance system,the author puts forward some suggestions on improving and perfecting our unemployment insurance system in an effort to strengthen the economic incentives for the unemployment insurance system and improve the unemployment insurance system and its expansion Function,establish a personal account system for unemployment insurance and increase employment promotion programs.
