Research On The System Innovation Of Guiyang City's "Double River Chief System" From The Perspective Of Ecological Community

The origin of the ecological community,which takes the ecological sustainable development as the intrinsic essence and the common action network organization as the external structure,is a new topic.It will be gradually realized by the institutional innovation of "Dual Riverkeeper” cultivating citizen's environmental consciousness and forming water environment governance basic network so as to exploring the construction of the main environmental governance and realizing greatest change from environmental authority governance to democratic governance.To cope with the impact of globalization,President Xi proposed a China plan for building a community,which outlined the establishment of a clean and green low-carbon world.With the19 th National Congress convening,green development and ecological civilization construction have been included in the key issues.The ecological community is the concrete presentation of the fate community in the ecological environment.The two parties emphasize the symbiotic relationship.The water environment problem is one of the most serious environmental problems we facing,especially pollutants flow cross domain.The "River Chief" system relies on the authority of governance and technically repairs the water environment governance system and integrates administrative resources for achieving cross sector collaboration,and local government officials as the "River Chief"that decompose the water governance responsibility and implement " one vote veto power".From the traditional experience,when the main leaders of local governments pay their attention to a certain field and invest a lot of resources,the field should have notable development.But the "River Chief" is still rooted in the authority of governance,the public will be isolated from the water environment management decision and action,single power limits the public political participation,showing a short time will inevitably lead to information asymmetry and inconsistency of environmental objective.Therefore,in order to compensating the defects of the"River Chief" and enhancing the welfare of the citizen's environment,it is urgent to strengthen the institutional innovation so that alleviating the difficulties facing the "River Chief" and absorbing social forces to participate in the management of water environment.This paper mainly uses the method of case study,analyzing the formation ofecological community by the Dual Riverkeeper of Guiyang and the role of ecological community to the Dual Riverkeeper,in other words,study on the innovation process of the Dual Riverkeeper and the the effect of innovation.The first half of this passage mainly discusses the development process and the logic of water governance.The "River Chief" that derived from the environmental protection responsibility system and administrative accountability system tries to optimize every aspects of water environment governance,so that integrates government functions,but the "River Chief" did not improve the water environment governance performance fundamentally.It is difficult to achieve sustainable development in water environment governance.The "River Chief" of institutional supply is imbalance resulting in the new system.from the "River Chief" to the Dual Riverkeeper,it is not natural occurrence rather the direct result of the internal and external force,the internal force on the institutional innovation is originate from responsibility dilemma,ability dilemma and so on.The external power lies in the introduction of ecological modernization,the direct power is environmental interest demand.In the part of the article,the Dual Riverkeeper is developed on the basis of the "River Chief".It means that the innovation of participators with collaborative governance,the innovation of objects about ecological sustainable development and the innovation of process with comprehensive collaboration.However,the Dual Riverkeeper has the roadblock of institutional innovation,which is manifested in the backward thinking of change and the lack of unified arrangement.In order to make the Dual Riverkeeper of Guiyang more perfect,it embarks on the law,the objective and the collaboration.I hope that the Dual Riverkeeper of Guiyang will be more vitality and provide more experience for other water environmental governance problems.
