In the current context of sustained and rapid economic development,the economic and industrial structure has been constantly adjusted,the scale of domestic and foreign trade has been expanding,people’s lives have been improving,travel demand has become increasingly frequent,and the transportation industry has ushered in a good momentum of development.However,with the macro-control of the state and the policy adjustment and strategic layout of the transportation industry,the market environment that expressway companies are facing is constantly changing,and the competition is becoming increasingly fierce.At the same time,with the continuous progress of science and technology,the popularization of artificial intelligence and the application of "Internet +",electronic toll collection,such as non payment and ETC,has become a new means of high speed charging,bringing new ideas for the management of expressway industry.Therefore,expressway companies should stand on the strategic development level and realize that talent is the core force of competition,and scientifically and rationally analyze the current situation of human resources and the practical problems faced by the company,actively carry out the effective deepening reform of human resources,effectively plan the existing human resources of the company,fully tap and give full play to the advantages of the existing human resources.To build a high-quality talent team,to provide core competitiveness for the company’s development,and to achieve long-term,sustainable,healthy and efficient development of the company,has become the key issue that highway companies must solve.Based on the theories and methods related to human resources planning,this article starts from the current situation of human resources of Tianjin XZ Expressway,according to the company’s development strategy and business goals,and analyzes the internal and external environment of the company.Using linear regression model to forecast human resource demand,through Markov model analysis of human resource supply,human resource supply and demand balance analysis,human resource overall planning and business planning,proposed implementation steps.It is expected that this article can provide ideas for XZ’s human resources planning practice,improve the company’s core competitiveness in the Tianjin high-speed industry,so that the company can calmly cope with the adjustment of highway industry policies,so as to achieve the company’s business strategy goals and sustainable development.
