Research On The Land Utilization Benefit Of YX Compulsory Isolation And Detoxification Center In Jiangsu Province

After the abolition of the system of reeducation through labor in China,most of the compulsory isolation detoxification centers continue to use the land and facilities of the original labour Institute to carry out drug rehabilitation.The existing land and attached buildings in the reeducation institutions do not apply to the needs of drug rehabilitation in compulsory isolation centers,which seriously hamper the transformation and development of compulsory isolation centers.Based on this background,from the perspective of new public management theory,combined with the land use situation of compulsory isolation treatment centers,the land use benefit evaluation system of YX compulsory isolation rehabilitation center in Jiangsu province is constructed,and its land use situation is scientifically and reasonably evaluated.Firstly,this paper analyzes and summarizes the domestic and foreign research status of the theory of new public management and rehabilitation centers,the definition of forced isolation treatment and land use efficiency is defined,and the path dependence theory,the theory of new public management in Jiangsu Province,YX forced isolation treatment theory of land use benefit research.Secondly,combined with the actual situation of land use in Jiangsu YX compulsory isolation treatment center,we established the land use benefit evaluation system of Jiangsu compulsory isolation rehabilitation center in YX Province,and gave out the comprehensive benefit score of the land use.Again,Jiangsu province YX summed up the problems of compulsory isolation detoxification of land use,and from the perspective of new public management theory in-depth analysis of the causes of the plight of the land use,including government institutions oriented and customer oriented contradictions,omnipotent government and multiple subjects involved in conflict and administrative plan for the center and to the market as the center contradiction.Finally,by abandoning the traditional thinking,the establishment of a model of land use in drug addicts as the center of the integration of resources,high standards of planning and construction of the new premises,strengthen land management,promoting the standardization of land use;guided multiple subject participation,improve the social benefits of land use,mixed land use function,increase social interaction and use,support outside the system of land use and construction,to create a good social atmosphere,establish the evaluation criteria of social benefit of land use in rehabilitation centers objectively;promote the enterprise market reform,improve the degree of land intensive use,adhere to planning guidance,optimizing land use structure production,adhere to the demonstration lead,promote land use intensive development,increase investment in land,focus on innovation driven and introduce the dynamic incentive mechanism,arouse the enthusiasm for production of land users,Jiangsu province Y X the insufficient land use efficiency of the compulsory isolation detoxification Institute.
