In today's world,the world is changing and the global governance system is accelerating and reshaping,and China is getting closer to the center of the world stage.Under such a background,China's development has entered a new historical position with the nineteen major marks of the Party.With the comprehensive deepening of the national governance system and the reform of the administrative management system,the promotion of the power of local governments at all levels is very urgent and important.As an important aspect of enhancing the ruling ability,the construction of civil servants has become an important embodiment of perfecting the national metallurgical system,enhancing the ability of national governance and consolidating the ruling basis.As the main way to motivate the civil service,civil service pay has always been the focus and focus of public attention.The local government is an urgent need to formulate scientific and reasonable salary system design in accordance with local characteristics,fair open,in order to selection,appraisal,supervision and incentives of civil servants at all levels and all kinds of high-quality talent talent shows itself prompted the local government system,reform of local government departments,to ensure the implementation of the decision to deploy landing,to enhance the management level of the government and administrative efficiency.At the same time,the nineteen proposed to deepen the administrative system reform and the supply side structural reform,In the reform and development,the local government still have many problems,such as:not official,ignoring the people's livelihood,mediocre government lazy government slack government and other problems have occurred,not only a waste of public resources,increase the cost of reform,and the good opportunity of development may be missed.To solve these problems effectively,strengthening the construction of the civil service is an important basis,and the basic premise is to improve the incentive pay system.Therefore,how to implement the national civil service law at the same time,further summarize China's civil service pay system management experience,improve the incentive mechanism,perfect salary positioning,standardize allowance and subsidy,incentive compensation system play a good role,is an important task of local government departments.With thecontinuous development of economy and society,the major contradictions in China's society have been developing profoundly.The contradiction between the imbalance and the imbalance between people's needs and development of life is becoming increasingly prominent.As a special group of people,civil servants also yearn for a good life.As the most basic guarantee for the life and work of the civil service,salary must be constructed with a reasonable incentive mechanism,along with the continuous adjustment and improvement of the economic development,to adapt to the level of productivity development,and to adapt to the level of economic and social development.At present,In the design of salary system of local government departments in our country,there are some problems and shortcomings,especially some deep-seated problems of incentive mechanism,is still not completely resolved,resulting in low some local government departments of administrative efficiency,poor the performance appraisal,lack of personnel activity.Therefore,we must further improve and perfect the compensation system design,combined with the actual situation of different regions,different levels and different functions,set up scientific assessment indicators,to perform their duties effectively and solve the problems of incentive to play the guiding role,to establish a more scientific and effective performance appraisal system,improve the government service quality and supply to improve the efficiency of local government,scientific administration,democratic administration and administration according to law,to ensure the prosperity of the country and the long period of stability.This paper takes Jinan department J of Jinan as a case,based on a large number of domestic and foreign and civil service management system data,through data statistics,comparative analysis,case analysis and other methods,from the perspective of motivation,in-depth analysis of the existing salary system of civil servants,pointed out that the problem of the pay system exists in incentive,fairness,allowances and subsidies other aspects,analyzes the causes of the problem from the system mechanism,position classification system,salary structure,performance appraisal,salary adjustment,salary evaluation and other aspects,from the improvement of the institutional mechanisms to improve the position rank administration improve adjustment mechanism and put forward the improvement direction,methods and measures,hoping to provide some reference and reference for the study of civil service pay system of local goverrnment,to provide some new ideas and direction for the study and thinking of the management system of civil servants,We should guide the development of the salary system of civil servant in a more benign,more reasonable and more equitable way to meet the new requirements of sustained and healthy development of our economic society.
