With the constantly development of society,the population of elderly in our country has been rising abruptly,and China has entered an aging society.Because of the gradually increasing of the empty-nester family,the aging elderly,there is a huge contradiction between supply and demand in the field of old-age service at the present stage of our country,the retirement question has become the social focus with it,so the diversified social pension service has been in much demand such as the community nursing service and the institutional care service.Now more and more people choose the institutional care service.However,there are a lot of problems about the state-run or private institutional care service,unable to meet the current and future pension needs.Under the background of the wave of social welfare pluralism,the "public and private" pension mode has gradually become a new attempt and exploration,it has a very important theoretical and practical significance to explore and study the "public and private" pension mode.As a new pension,the elder home of Ma Dian Town has made active exploration of the "public and private" pension mode.In the two aspects of theory and practice,the "public and private" pension mode is very favorable for reducing the government burden,easing the supply and demand conflict of pension services,eliminating the drawbacks of public and private pension institutions,making active exploration for the diversified development of pension model and so on.However,from the reality of practice,this mode of operation will still have a lot of problems,in order to perfect the public private pension mode,it should complete public private pension supervision system,establish collaborative relationships between regulators and operators,identify the market positioning of cooperation projects,broaden funding sources of the pension institutions,strengthen the construction of old-age service personnel.
