Research On The Public Service Capacity Building Of Township Government

With the rapid development of social process and the full promotion of rural reform,the improvement of government's public service capacity is of great significance to economic and social development.Township government as the lowest level of our government regime organization,directly in the face of the broad masses of peasants,is the implementation of all policies of the state and promoters,and also to provide rural public products and public service functions,its service efficiency directly affects the development of a new socialist countryside.However,due to long-standing urban-rural dual structure,rural increasing demand of social public,the current supply of public services gradually cannot satisfy the increasingly highlight the growing public demand contradiction.Therefore,it is of great significance to strengthen the construction of public service capacity of township government in the context of promoting the modernization of township governance system and governance capability.In this paper,using literature study,through to the rural public service,rural public goods supply,rural public service ability and so on literature screening,analysis and the research achievements for reference,in order to for the standpoint of thesis writing;Using inductive deductive method,the relevant theories of public service and experience enlightenment are summarized and analyzed,and the problems of public service in towns and villages are summarized and the basic path of construction is concluded.Using case analysis,through the way of questionnaire and interview to understand LiangHua Town parts villagers and township government cadres to the local public service construction,formation of empirical important part of the paper.This paper is divided into four parts,the first part is to analyze the research background and theoretical basis,and then make corresponding inductive collation to lay the foundation for the article.The second part is on the status of our country villages and towns government public service ability and the empirical analysis,and data are acquired through questionnaireand interview,find out the status quo of the local government in public service supply and deficiencies;The third part is on the basis of empirical study,analyzes influence of the town government public service ability of five factors,mainly is the public service supply subject single,the government finances insufficient funds,the villagers' willingness to participate in service,government cadres quality is low and the government service mechanism is not sound,and then in-depth analysis;The fourth part combine our country most of the villages and towns the truth,try to put forward the basic route of villages and towns government public service ability construction,namely the transformation of the mode of supply of services,establish a sound financial mechanism,the flow channels of farmers to participate in,to strengthen the construction of t cadres,perfect performance appraisal system,make every effort to promote rural long-term,stable,effective agricultural modernization level,farmers' living conditions gradually improve.
