Research On The Construction Of Smart Government Affairs In Qingdao

The continuous development and application of information technology has profoundly changed people's way of life and gradually penetrated into all aspects of urban government.With the transformation of the concept and mode of urban government,the traditional government model has been unable to keep up with the pace of the information age,so the intelligent government was quietly born.The intelligent government is the application of modern technology to government services,to meet the needs of citizens and government services seamless communication,and ultimately to improve the efficiency of government management and better serve the public.As a new concept,the intelligent government is aimed to facilitate the diversification of government functions;is to enable the public to conduct an overall and objective supervision of government;is to standardize the government's behaviors.So far,as a new form of government management in the Internet age,the intelligent government has grown into a important approach for the governments to change their functions,style of work,and manner of working.In light of our national conditions,this paper studies the intelligent government based on practical cases in the city of Qingdao.The author is aimed at an all-round construction of the intelligent government in a systematic and logical way.First of all,on the basis of the excellent research results at home and abroad,the author discusses the development process of intelligent government affairs,which includes digital government,intelligent government and compares these three stages from various angles.Secondly,based on the new public management,large data and government theory,this paper analyzes the concept connotation and development characteristics of intelligent government.Thirdly,the paper analyzes the status quo of the construction of intelligent government in Qingdao from various angles by using comparative analysis,case analysis and literature analysis.To strengthen the top level design of government development: to formulate practical development plan,to realize the unified leadership of government service,to adhere to the core concept of serving the public.Strengthening the legal construction of intellectual government: making relevant laws and regulations to support the construction of intellectual government,support of good public policy,display the characteristics of Qingdao.In the course of construction,we should pay attention to the two-way interaction between the government and the public: the transformation of government governance into an intelligent mode,the increase of channels for public participation in the discussion and administration,the promotion of open government,and the solution of practical problems facing Qingdao city.
