Research On The Legislation Of The Regulations On Ecological Civilization Education In Guizhou Province

Ecological civilization education,which began in the early twenty-first century in China,refers to integrating ecological civilization thought,concept,principle,rules and methods into the process of education to meet the needs for the of ecological civilization construction.From the history and the status quo,its predecessor is the environmental education,its development is based on the Education for Sustainable Development.The 18 th National Congress of the CPC has clearly put forward the need to vigorously promote the ecological civilization construction,putting it in a strategic position relating to the building of a well-off society in an all-round way,and incorporating the overall layout of building socialism with China characteristics.The19 th National Congress of the CPC has set a milestone for the construction of ecological civilization in the new era of socialism with China characteristics,provided fundamental guidelines for the promotion of a new pattern of harmonious development and modernization of man and nature and the construction of a beautiful China.During the two sessions in 2018,the state council reform plan,which was considered at the first session of the 13 th National people's Congress,proposed the establishment of the ministry of ecological environment as a part of the state Council.This is another profound reform of China's ecological environment protection management system and an important top design in the construction of ecological civilization.At the same time,the representatives of the two national assemblies proposed to speed up the formulation of the "ecological civilization construction promotion law," in response to the further construction and improvement of the design of the roof system urgent need.Guizhou Province,as one of the first national ecological civilization pilot areas,in the CPC Guizhou Provincial People's Government of Guizhou province promoting the development of green ecological civilization construction opinions confirmed clearly the tasks of perfecting green system,constructing ecological system and mechanism innovation system,cultivating green culture,establishing ecological civilization new fashion etc.,of which the cultivation and popularization of the concept of ecological civilization,the attention to the children and adolescents,starting from the family education,integrating the ecological civilization education into all kinds of education and training system,promoting the green concept into organs,into schools,into the enterprise,into the community,into the countryside were specially stressed.Thus,education is the bedrock of ecological civilization construction.Comrade Xi Jinping pointed out: only the implementation of the most stringent regime,the most stringent rule of law can provide a reliable security for the ecological civilization construction..Consequently,in order to carry out the ecological civilization education strategic goals and tasks of the national and provincial Party Committee and ensure the achievement of a scientific,systematic,prolonged,and comprehensive ecological civilization education,Guizhou should protect the ecological civilization education through the development and implementation of local regulations.In recent years,there are some practices that the realization of the aim of environmental education can be guaranteed through local legislation forms.Such as,in 2011,Ningxia Hui Autonomous Region people's Congress Standing Committee passed the China's first local regulations: Ningxia Hui Autonomous Region environmental education Environmental Education Ordinance,in 2012,Tianjin Municipal Environmental Education Ordinance was passed,in 2014,Luoyang passed the education of Environmental Protection Ordinance,in March 2015,Harbin issued its measures for environmental education in Harbin city.However,the principle of environmental education and education for sustainable development and ecological civilization education in guiding ideology,connotation and mode are different,so the legislative purpose,the legislative principle,object,implementation ways and means,duties and obligations,safeguard mechanism,supervision and accountability and other aspects of the local regulations of ecological civilization education are also different.Based on summarizing the practical experience of ecological civilization education and some related concepts,this thesis analyzes the necessity and the feasibility of the legislation of the Ecological Civilization Education Ordinance,puts forward the preliminary draft of Guizhou Ecological Civilization Education Ordinance including its basic framework and the body of the draft revolving around the important and difficult points involved.The draft is to be submitted to the Provincial Education Department,the Provincial Legal Office and the Provincial People's Congress,to promote the promulgation of Guizhou Ecological Civilization Education Ordinance,to providing legal protection for the ecological civilization education of Guizhou Province,and also for other provinces a copy of the local ecological civilization education legal research and legislative practice,which can be extended.
