Research On The Crisis Management Mechanism Of Shanghai Prison System

The prison is a state organ that carries out the penalty,and takes the responsibility for maintaining the security and stability,and promoting the harmonious development of the society.The level of its management is directly acting on the authority of the law and the impartial enforcement of the law.Currently,China is at the primary stage of social transition,which is characterized by the high level of crime rate and the growth of social contradiction.Therefore,it has become a practical problem for governments at all levels whether they could handle the public crisis aptly or not.From the perspective of public management,prison administration belongs to the category of public management.Preventing and disposing of social crisis events that related to the prison is the main content of prison crisis management.While the study and practice of prison crisis management is a practical need to improve prison work under the new situation.Under the policy background of judicial system reform,optimizing the deficiencies in prison crisis management is also significant for innovating the overall work of politics and law.This article starts from the analysis of core problems such as crisis management and prison crisis and adopts the theory of "4R" crisis management and lifecycle theory as the theoretical basis for the study of the crisis management mechanism in Shanghai prison system and expounds the current situation of the crisis management mechanism in Shanghai prison system.Through the questionnaire,semi structured interview and real case analysis,the author thinks that there are still many deficiencies in the current prison system in Shanghai such as the overall awareness of crisis management,crisis management system,operation mechanism,prison emergency plan,emergency training,prison police emergency disposal ability,police actual combat skills,police equipment,and regulatory facilities.This article uses empirical research method to discuss the crisis management mechanism of Shanghai prison system.The author combines the theory of crisis management with the professional knowledge of prison science.According to the actual work experience,taking T prison in Shanghai as an example,the present situation and problems of the crisis management mechanism in Shanghai prison system are investigated,and the shortcomings are analyzed.Through comparative analysis of prison crisis management mechanism in developed countries,the author sums up the experience of Shanghai prison crisis management development.The framework of "4R" crisis management theory which includes “Reduction,Readiness,Response,Recovery” helps to find out the means and ways to improve the mechanism of Shanghai prison crisis management through.In order to achieve a steady and healthy development of the overall work of Shanghai prison,we need to broaden the research ideas and consolidate the theoretical basis.In that way,we will achieve the purpose of promoting the harmonious and stable social public management.
