Research On The Public Service Ablity Of Township Government

The report of the Nineteenth National Congress of the CPC pointed out that improving the public service system,ensuring the basic life of the masses,and constantly meeting the people's growing needs for a better life.With the development of deepening the reform work in an all-round way,promoting the reform of government management function,innovating the concept and method of government social management is the key breakthrough of the current government reform.The author,as a township cadre in Nanning City,has found the deficiency in the construction of the public service capacity of the township government in the course of his work.I hope that through the study of this paper,I can discuss the countermeasures of the public service construction of the township government in Guangxi Autonomous region.We will improve the public service level of township governments.This study defines the basic concepts of public service,public service capacity,township government public service capacity,and summarizes the public choice theory,new public service theory and transaction cost theory.In combination with the actual situation of Wuming District,this paper analyzes the present situation of public service ability of township government.In Wuming District,the effect of public environment management is becoming more and more remarkable,the overall situation of social stability is advancing day by day,the system of basic education is improving,the system of social security is improving day by day,and the infrastructure of public service is being perfected.Through field investigation,it is found that the capacity of public service of the township government in Wuming district is still insufficient to meet the public demand,and the input of public service is not enough.Insufficient,public service supply is unbalanced,public service quality is on the low side and so on.The main reasons are that the consciousness of public service is weak,the function of public service is not in place,the management system of public service is not perfect,the financial resources of township government is insufficient,and the grass-roots level of township government needs to be improved.This paper puts forward countermeasures and suggestions to improve the public service capacity of township government,and strengthens the concept and consciousness of public service of basic government.We should firmly establish the concept of service,build a service-oriented government,scientifically plan and manage the public finances of township governments in terms of financial support,vigorously develop the regional economy,provide financial support,and deepen the reform of rural agriculture.To promote the development of township characteristics,speed up the construction of livable villages and villages,optimize the investment mechanism of public services of township governments,and give full play to the main role of public services of township governments in terms of the optimization of the subject and object of public services.In terms of mechanism and system,we should enhance the long-term effectiveness and effectiveness of the public services of township governments,improve the long-term management system of township governments,perfect the social secur:ity system in urban and rural areas,and give priority to the development of science and technology education.Do a good job in stylistic work,and actively innovate social governance.
