Research On The Police Reform In Dongying City

The police law enforcement department is an important part of the government's public administration department,and it is also the main force to maintain the stability of the country's economic and social order.Since the establishment of a modern professional police force in London Metropolitan Police in 1829,the modern police system has been more than 200 years old.Based on their own national conditions,Western developed countries have carried out four reforms in police work in order to establish a police model that is consistent with national conditions.In view of the outstanding problems in police work,the mode of police work in China has also undergone exploration and reform.Since 2003,China has explored and promoted three types of policing models: compression hierarchy,process remodeling,and innovative concept,but the effect of multiple factors has not been obvious.Therefore,under the existing police mode,through the adjustment of the police structure and the improvement of efficiency performance,it has become the direction of reform to realize the leveling of the police operation,the improvement of the quality of police officers,the professionalization of mechanism innovation,and the socialization of various types of economic crimes.Under the background of the development of economic globalization,Dongying has also ushered in the opportunity of economic and social development.At the same time,social mobility and openness have increased significantly,social conflicts have skyrocketed,and criminal cases have increased significantly from year to year,followed by the difficulties and priorities of police work.As a rapidly developing third-tier city,the police reform in Dongying has achieved good results,but there are still many problems.It is urgent to reform the police concept and operating mechanism to meet the needs of the times and the people's better lives.The full text is divided into six parts:The first part is the introduction,which explores the economic and social background of the research on selected topics,and expounds the significance of police reform in maintaining economic and social order,promoting social equity and justice,solving police bottlenecks,and promoting the standardization of law enforcement.This paper analyzes the current situation of research on this topic,combs and summarizes the research ideas and methods,and expounds the innovation of the paper.The second part expounds the three key concepts of police,police reform,and police reform,and introduces the new public management theory,public choice theory,and "no growth improvement" theory,in order to lay a solid theoretical foundation for the police reform study in Dongying.The third part expounds the overall goal of police reform in China from three dimensions: history,reality and the long term.The main contents of police reform are expounded from three aspects: constructing a scientific and complete law enforcement top-level design,adhering to peopleoriented thinking,making use of scientific and technological innovation,stimulating internal motivation,improving the guarantee mechanism and strengthening supervision and evaluation,the author discusses the countermeasures and suggestions for advancing police reform in Dongying.Through the deep discussion of the six parts of the full text,combined with the three domestic policing models,in order to comprehensively understand and deeply analyze the problems that have emerged in the police reform in Dongying,and put forward corresponding solutions on the basis of this analysis.To promote the development of police reform leapfrogging to provide replicable experience.
