Research On The Realization Of Government Responsibilities In The Ecological Governance Of Smart Cities In China

Cities represent an important symbol of the modernization of a country or region.Over the past 40 years of reform and opening up,China's urbanization process has been accelerating its pace of development.At the same time,a series of problems,such as ecological imbalance,population explosion,lagging government governance and complexity of social contradictions,come into being.In the 13 th Five-Year Plan,the report of the 18 th National Congress and the report of the 19 th National Congress,the strengthening of ecological civilization was mentioned.Traditional urbanization aims at “maximizing economic development” and is dominated by the linear economic development model of “resource-product-pollution discharge” one-way flow,which can not bring resources into full play.The development mode of “smart city”is characterized by“digitalization,intellectualization,networking,interaction,coordination and integration”,in order to make the development of the city more green and modern.This research is based on the theme of ecological civilization construction,starting with the urban intelligent ecological management,revealing the internal relationship between the intelligent urban ecological governance and the realization of government responsibility through understanding and defining the related concepts,identifying the problems existing in the performance of government responsibility in the intelligent urban ecological governance of China and their root causes;on this basis,through the summary summary.Based on foreign experience,this paper focuses on the basic responsibility system of the government under the ecological governance of smart cities and the Countermeasures for its realization in the process of building a beautiful China.On the basis of following the laws of economic development,social change and natural survival,it seeks a dynamic balance between economic and social development and the development of ecological and environmental protection,so as to improve the government ecology of smart cities in China.The level of realization of governance responsibility provides material guarantee for promoting the modernization of national governance.
