A Study On Public Services Of Present British Local Government

With the reformational tidal wave of Common Management sweeps the world in the 21st century, the public of every country hope their local governments will be efficient, uncorrupted and provide good services. How to provide pubic services efficiently, with good benefit and there out hold together political constituency become an important question that every country have to face.This article chooses the U.K as the object for research, which is in the premier place of so-called reformational tidal wave of "New Common Management" by western developed countries since 1980s, adopts demonstrative way and studies three British districts which provide public services using the model of "best value". Firstly this article explains the reason why it chooses this topic, its significance, domestic and overseas productions of public service about British local government, several correlative conception and the basic survey of three cases;secondly, on the base of reviewing the forming process ,the article analyses the forming reason of "best value";thirdly, the article reviews how the three British districts provide their public services and summarizes the characteristic of "best value";then ,this article analyses the effect of "best value" and educes the enlightenments to local governments in providing public services;lastly, the article puts forward several advice about the reformation of our local governments' public service.The research results and fresh ideas in this article can be displayed as the following: Collecting the material of cases mainly with the help of internet;Demonstrating the process of providing public services of three British local governments using the model of "best value";Revealing a lot of enlightenments brought by the model of "best value" to transforming the government functions;Putting forward some advice for our local government to reform the model of public services.
