Research On The Issue Of The Residence System For Foreigners In China

China has achieved astonishing development in the construction of both its economy and society in recent years.As a result,the frequency of foreigners who enter and leave China has met a notable increase.Similarly,the number of foreigners who applying to China's Exit&Entry Administrations under the Public Security Department for short-or long-term residence also rises by a large margin.China is currently under gradual change from a country of emigration to a country of immigration.Due to the rapid growth in the number of foreigners coming into China every year,series of issues such as the illegal entry,residence and employment of foreigners have arisen,even though some of whom do contribute to the economic development of China.It is a major issue for the Exit&Entry Administrations to deal with,which calls for the effective ways to manage the residence issues of in-China foreigners in a global context.This paper studies China's current foreign residence system centering on the governance of foreigners who illegally enter,stay or get employed in China,and points out the problems and shortcomings of the system at the current stage.It also focuses on the necessity of the system's reform and improvement from three aspects,namely,the legislation of relevant laws and legal systems,the improvement on penalties and regulations,and the comprehensive construction of the management system,which offers a reference to the correctly practice of the residence management for relevant departments,and the gradual establishment and improvement of the foreigner residence system.It also plays a very important role in safeguarding China's sovereignty,national security,and interests and at the same time perfectly serves the purpose of ensuring in-China foreigners' legitimate rights,with a general goal of promoting exchanges between China and other countries in political,economic and cultural aspects.
