Research On The Development Countermeasures Of My Country's "Smart Ocean" Based On Military-civilian Integration

The ocean is an important space for human survival and development.The general name of the world's most extensive water body,with its rich resources and mineral resources and extremely high research value,is the commanding height of military strategic competition among major powers.China has more than 3 million square kilometers of jurisdictional waters,in addition to mineral resources such as oil and natural gas,rich in marine economic resources,and has extensive marine strategic security and development interests.Under the guidance of informatization,with the continuous introduction and continuous advancement of China's major strategic concepts,especially after the introduction of the major strategy of the 21 st Century Maritime Silk Road,China attaches great importance to the construction of smart ocean engineering.Domestic scholars' research on how to promote the development of China's smart oceans is more from a single aspect of offshore engineering and technology research and development,and lack of integration with military and civilians to carry out research.Based on China's military-civilian integration development strategy,this paper takes the development of smart ocean engineering as the main body,and starts from the deep-rooted relationship between the smart ocean and the military-civilian integration development strategy,and deeply studies the strategic relationship between smart ocean and military-civilian integration development,and proposes China based on military-civilian integration.The paper mainly includes the following aspects: The introduction part mainly includes the research background and significance of marine informatization and military-civilian integration,research status and research ideas and methods at home and abroad.The second part is the basic concept of the thesis research,which mainly expounds the connotation of the integration of the smart sea and the military and civilian.The third part is the status quo and problems of the development of China's smart ocean.Through the description of the status quo of ocean informationization,we find out the problems existing in the development and analyze them.The fourth part is the study of the relationship and relationship between the smart ocean and the military-civilian integration development strategy.The fifth part is to propose the countermeasures for the development of smart seas based on the integration of the military and the people.Based on the collection and collation of domestic and foreign literatures on the smart ocean,this paper conducts in-depth analysis and research,and systematically expounds the related concepts of marine informatization,smart ocean,military-civilian integration development strategy,using literature research method and qualitative analysis method.And the multidisciplinary comprehensive method analyzes the relationship between the intelligent ocean engineering and the military-civilian integration development strategy,and draws the following main conclusions: There are still some problems in the development of China's smart ocean.In the future,we will continue to vigorously develop smart ocean engineering in combination with military and civilian integration.According to the military and civilian information interconnection,military and civilian maritime activities coordination,military and civilian information facilities sharing and military and civilian technology mutual support four aspects put forward effective recommendations and countermeasures for the development of China's smart ocean.
