Xinxiangxian Participated In The Study Of Rural Governance Issues

Rural governance has always been a widespread concern of the society.With the acceleration of urbanization,rural governance is facing some new difficulties and challenges.The 19 th National Congress of the Communist Party of China proposed to vigorously implement the strategy of rural revitalization,and establish and improve the rural governance system combining autonomy,rule of law and rule of virtue.With the promotion of the strategy of rural revitalization,the group of New Rural Elite has been growing and developing rapidly,and has played a certain role in rural governance.However,the problem of New Rural Elite participating in rural governance has not been paid enough attention,and the path of New Rural Elite participating in rural governance has not been studied in depth.This paper focuses on the study of the participation of New Rural Elite in rural governance.First of all,it defines the concepts of New Rural Elite and rural governance respectively,and summarizes the relevant theories.Then,it puts forward the necessity and function of the participation of the New Rural Elite in the rural governance.On this basis,this paper makes an investigation and analysis of the current situation of the participation of the New Rural Elite in the rural governance of J City,and points out the difficulties faced by the New Rural Elite in the rural governance,mainly in four aspects: the grass-roots cadres do not have a proper understanding of the participation of the New Rural Elite in the rural governance,and the institutional mechanism of the participation of the New Rural Elite in the rural governance In addition,the incentive and guarantee system for the New Rural Elite to participate in rural governance is not perfect,and the ability of the New Rural Elite to participate in rural governance is lacking.Finally,this paper puts forward countermeasures and suggestions to further improve the participation of New Rural Elite in rural governance from three aspects:strengthening the cultural basis of their participation in rural governance,improving the effective mechanism of their participation in rural governance,and improving the incentive and security system of their participation in rural governance.
