Research On The Role Of The Grassroots Government In The Reemployment Of Released Prisoners

China's economic system is not only a socialist market economy environment,but also a well deserved developing country.With abundant labor resources,the increasingly fierce employment competition is the current social environment.In this fierce competition for employment,there is no doubt that the prisoners are a very special part of the employment group.This is not only because they are divorced from the social environment for a long time,lack of professional skills before entering prison,and the level of compulsory education is relatively low in general,but also because of the social discrimination they face after leaving prison.The prisoners are faced with great employment difficulties,which are unimaginable and generally ignored.According to the situation in Shandong Province,a large number of prisoners return to society every year after they are released from prison.In this special large group,more than 2 / 3 of them cannot find jobs or have relatively stable jobs every year.From the reality,to do a good job in reemployment of released prisoners can not only reflect the achievements of prison education and transformation of prisoners,but also improve the innovation of social management in the governance system,which is conducive to further building a harmonious and stable social environment,In the process of reemployment,the government can also innovate social management means,improve the national governance system,and improve the modernization of governance ability,which is also a major theoretical and practical problem deeply elaborated at the Fourth Plenary Session of the 19 th CPC Central Committee.Therefore,it is of far-reaching significance to study the reemployment of the released prisoners so that they can become qualified and independent social people after their release.Among them,what role does the grass-roots government play is the content of this paper.The starting point of this paper is the analysis of the current situation of promoting the reemployment of the released prisoners by the grass-roots government.Taking L County and X county as examples,this paper summarizes the measures taken by the functional departments of L County and X county to promote the reemployment of the released prisoners,and analyzes the differences in the current situation of the reemployment of the released prisoners,Then it analyzes the problems and reasons of the grass-roots government in promoting the reemployment of the released prisoners,and puts forward the improvement strategies of the grass-roots government in promoting the reemployment of the released prisoners.To improve the reemployment ability and level of the released prisoners,we need our own,society and government to make joint efforts.However,at present,there are relatively few researches on the government function,government behavior and government responsibility in the reemployment of the released prisoners,especially the grass-roots government.Therefore,how to play a better role in the grass-roots government departments and how to help the released prisoners to reemployment are the issues that need to be studied in this paper.This paper is divided into five chapters: the first chapter mainly introduces the research background and significance of this paper,introduces the research status of this field at home and abroad,and also includes the research ideas and methods of this paper;the second chapter mainly defines the concepts of grass-roots government,prisoners,placement and re employment,and defines the label theory,Maslow's hierarchy of needs The third chapter is an example analysis part,which summarizes the work done by the grass-roots governments of L County and X county,and makes a detailed analysis of the current situation of the reemployment of the released prisoners in the two places;the fourth chapter analyzes the problems and reasons of the grass-roots governments in promoting the reemployment of the released prisoners,which is the released prisoners An important supplement to reemployment research.Among them,the main problems are: the employment skills training can not fully meet the market demand,the grass-roots government resettlement work is lack of effectiveness,employment resettlement is difficult.The main reasons are: the poor connection between the prison and the grass-roots government,many differences in the employment environment of the prisoners at the grass-roots level,the incomplete establishment of the linkage mechanism between different places,the inadequacy of the prisoners as a special group,the weak participation of social forces in employment and resettlement,and the inadequate acceptance of the released prisoners by the society.In the fifth chapter,based on the first four parts,using the new public management theory and de tagging,the author puts forward the improvement strategies for the grass-roots government to promote the reemployment of the released prisoners,including clarifying the objectives of vocational skills training,comprehensively optimizing the implementation of the placement of help and education,and strengthening the involvement of social forces.
