In recent years,the state attaches great importance to the development of vocational education,which follows the decision about speed up the development of modern vocational education guidance policy,such as national vocational education reform plan,the county level secondary vocational and technical schools as the main carrier of undertaking vocational education development,ushered in the spring of the development of the local government as the helm of secondary vocational school development,to realize the innovation in secondary vocational technical school development characteristics,requires a positive guidance to the coordination and supervision,will face many new problems.At present,there are relatively few problems about local governments,especially county-level governments' performance in developing secondary vocational schools at home and abroad.This paper makes an empirical investigation and investigation on the development status of Sichuan Province Huaying Vocational and Technical School(county-level secondary vocational school),which is typical and representative.Through the research "vocational schools school-enterprise cooperation promotion measures","Sichuan province vocational schools school-enterprise cooperation promotion measures" and other vocational education development policy documents.Liaison with relevant local government departments such as education bureau and job reform office.Data and policy documents related to vocational education transformation were obtained.Collect accurate and detailed data.Based on the theories of public goods and vocational education,this paper analyzes the new problems of local government in the process of the development of secondary vocational and technical schools.The paper is divided into six parts:The first part is to explain the main body of this study,analyze the current development status of secondary vocational schools at home and abroad and the local government's performance in the development process,and introduce the methods and technical route applied in the research process of this paper.The second part is to obtain the relevant data and policy documents of the research subjects,and sort out and analyze the obtained data,so as to lay a theoretical foundation for the research of this paper.The third part analyzes the current development status of domestic secondary vocational schools and sichuan huaying vocational and technical school based on the previous documents.Based on the case investigation of sichuan huaying vocational and technical school,this paper analyzes the development difficulties of the school.The fifth part,from the perspective of the research on the functions of local governments and from the four aspects of overall planning,coordinating organization,capital investment and policy guarantee,puts forward the ideas and countermeasures to promote local governments to perform their duties in the development of secondary vocational schools.The sixth part is the study of the local government functions in the development of sichuan huaying vocational and technical school,which can improve the local government's attention to the development of secondary vocational schools and provide some useful experience for promoting the sustainable development of county-level secondary vocational schools.
