Research On The New Media Of Local Government Affairs Based On The Perspective Of Open Government Theory

In 2009,the opening of the country's first new media for government affairs not only received widespread attention from all walks of life,but also led party and government agencies to explore and try this emerging government affairs platform.After ten years of practice and application,the establishment and operation of new government affairs media has begun to take shape.It has played a key role in strengthening government affairs disclosure,interaction between government and citizens,guiding public opinion,and providing convenient services.Departments at the same level break information barriers,coordinate cooperation,improve service efficiency,and build an "online government at your fingertips."Based on the theoretical perspective of open government,this paper uses the open government maturity model as a measurement standard to explore the transparency,participation and collaboration of local government new media,and compares the maturity model indicators to judge the openness of local governments.This article takes Qingdao as an example,and selects the most representative government affairs new media— "Qingdao release" for a more detailed analysis."Qingdao Release",not only reflects the achievements made local government new media,but also exposes the general problems of local government new media.Using statistical analysis and questionnaire survey to systematically analyze the self-construction and user evaluation of "Qingdao release",it is found that the local government new media has basically formed a normalized daily operation and obtained high user evaluation,but there are also The overall development level is uneven,information quality needs to be improved,and interaction and services need to be improved.By analyzing the problems existing in Qingdao's new media for government affairs,it proposes measures for improving the function construction,strengthening standardized operations and improving the guarantee mechanism for the operation of local new media for government affairs,so as to promote the local government to better use the new government affairs media and enhance the openness of the government,build an open government,improve the level of social collaborative governance,and realize the innovation of the social governance model.
