With the development of modern technology and medical technology,People’s life span has been extended.The problem is that the population ageing situation has become more and more serious,therefore,the demand of the old-age service has been paid more and more attention by the society.According to the 7th census,there are 260 m over-60s in our one billion,four hundred million BN population.As the number of our elderly population is growing rapidly and the pace of population ageing is accelerating,how to meet their needs for old-age care has become a major challenge facing the country and society,this is also the source of unbalanced and insufficient development of our country’s endowment service system.The 13th five-year plan,with the aging issue of our nation becoming increasingly evident,proposed a arrange of policy steps to guarantee that the fundamental requirements of the elderly-medical care,basic care,and other necessities-are adequately attended to.The 14th five-year plan and the Vision Development Goals for 2035 stress the need to seize the opportunities of the population ageing strategy to establish a comprehensive system of old-age care services,under the guidance of "Perfect layout,complementary functions and overall coordination",the coordination and cooperation between home and community organizations can be realized.Since the 18th National Congress of the CPC,Guizhou has attached great importance to population ageing.Because of the special geographical location of Guizhou,the economic development started late,so the demand for elderly care services is also uneven.Guiyang,the provincial capital of Guizhou Province,also carries a heavy burden.At present,the mode of elderly care in Guiyang is mainly based on home-based care.On the basis of home-based care,steady progress has been made in promoting community-based and institutional care for the elderly.The elderly’s requirements in the old-age service have expanded beyond the traditional,and now encompass psychological and spiritual needs due to the swift advancement of science and technology.Due to the economic development and the decline of family pension function,many elderly people not enjoy the normal pension services.To adapt to the challenges posed by Guiyang’s ageing population,we must focus on the elderly,build sound the old-age service system,optimize the old-age service system,and ensure that the lives and rights of the elderly are fully protected.Give the current population ageing of Guiyang’s population ageing,and in the context of our policy system on pension services,an in-depth look at Guiyang’s problems with its pension system.The traditional family-based service model for the elderly has been unable to satisfy the requirements of the elderly,due to Guiyang’s economic growth beginning too late and the population aging rate rapidly escalating.So,Guiyang should take active measures to introduce a new model of elderly care services and explore a suitable elderly care system from the perspective of ageing,so as to solve the existing problems,and build a more perfect old-age service system.
