The Action Logic Of The Party Organizations In Residential Areas In Urban Community Governance

Since the 70 th anniversary of the founding of new China,the Communist Party of China has led the Chinese people to a new era.With China's social transformation and rapid economic development,China's urban social governance has also entered a new journey.The decision of the Central Committee of the Communist Party of China on several major issues concerning upholding and improving the socialist system with Chinese characteristics and promoting the modernization of national governance system and governance capacity adopted at the Fourth Plenary Session of the 19 th CPC Central Committee pointed out that "we should improve the urban and rural grass-roots governance system that combines autonomy,rule of law and rule of Virtue under the leadership of Party organizations." This shows that in the new era,the Communist Party of China puts forward higher requirements for the governance actions of Party organizations in the community.In the face of the high requirements of the CPC Central Committee on Urban Grassroots Governance and the current practice of urban community governance,how the party organizations promote community governance innovation in the community has also attracted the attention of scholars.This study is based on this background,which leads to the thinking of the action logic of the party organizations in residential areas.However,at present,there are few research results on the action logic of the party organizations in the residential areas.After combing the relevant literature,this paper combines Giddens' s structural duality theory and Bourdieu's field theory of Practical Sociology,and takes "actors" as the analysis perspective,and regards the party organizations in the residential areas as one of the "actors" in the governance,under the dual governance structure of the party organizations in the residential areas Based on the analysis of the role,the action content under the multi-dimensional action goal and the action strategy of the field,this paper attempts to summarize the hidden deep action logic of the party organizations in the residential areas in the urban community governance.Based on the practical experience of community governance in Shanghai,this paper uses case study method to select the general Party branch of Y residential district of Z street,which is the "latecomer" in the grass-roots social governance in Shanghai in the past two years as a case.Through participatory observation of therelevant governance actions of the general Party branch of Y residential district and the choice of its action strategies,empirical materials are collected and studied.Finally,some research conclusions are drawn: as the institutional subject,the residential area organization in the vertical governance structure undertakes the task of bureaucracy,and needs to complete the top-down work requirements.At the same time,as a social subject,the party organizations in the residential areas in the horizontal governance structure need to respond to the real needs of the diversity in the community.The dual governance structure endows the party organizations in the residential areas with dual roles and expectations,and the role tension exists in the dual governance structure.Based on this,the party organizations in the residential area have multidimensional action goals in the community,including the action goals to maintain the advanced nature of the party,the action goals to meet the needs of community services,and the action goals that form the resultant force of community action.How to realize the action goal of the party organization in the residential area?Party organizations in residential areas have adopted a series of action strategies to respond to the requirements of governance structure,including task field,project,technology and socialization.Finally,the paper concludes that the party organizations in residential areas have the hierarchical logic internalized in the pressure type system,the party adaptability logic based on the initiative and the social governance logic attributed to the social public attribute in the urban community governance.The triple logic interweaves in the actions of the party organizations in residential areas and becomes the action basis of the party organizations in residential areas.
