The new round of basic educational reform has gone on for over a decade now,as a supplement to national and local curricula,the development of school-based courses has only increased.School-based courses can effectively make up for the deficiencies of the national unified curriculum,which reflects the school and the local's characteristics,and it helps to cultivate comprehensive development of personalized talents for the society.Paper-cutting art is the oldest and most popular folk traditional art in China,which contains much more than itself.Learning paper cutting can not only cultivate students' aesthetic ability,practical ability and observation ability,but also cultivate students' mind and stimulate their love for traditional Chinese folk art.It takes Yangzhou Y primary as an example to study its paper-cut school curriculum.Firstly,by referring to and sorting out a number of documents,this paper analyzes the current situation of domestic and foreign researches on the development of school-based curriculum,the theoretical basis,types and modes of school-based curriculum development,and the significance of the development of local culture 'school-based curriculum.Meanwhile,according to the development theory of school-based curriculum,Meanwhile,according to the development theory of school-based curriculum,the development plan of paper-cutting school-based curriculum of Y primary school was studied,and the content of textbook compilation,course objective,course content and course evaluation were systematically analyzed,and the teachers and students involved in paper-cutting teaching were investigated through questionnaire survey,interview and observation.Through the research,it has been discovered that the Y primary school develops school-based curriculum based on the traditional paper-cutting culture of Yangzhou,creating characteristic schools,satisfying students' interests and interests,and promoting students'comprehensive development.After years of development,the development of paper-cutting school-based curriculum in this school tends to be mature,but there are still some problems.It shows that in the context of the lack of faculty,development progress tends to be slow,the students' participation is insufficient,lack of professional guidance,etc.,and the reasons for these problems are considered:mainly from the two aspects of social environmental factors and internal factors of the school,first of all,social environmental factors:some related policies and systems,limited curriculum resources and insufficient school support system all restrict the development of school-based curriculum.Secondly,there are internal factors:insufficient faculty,insufficient understanding of school-based curriculum development and imperfect evaluation mechanism.Finally,the author puts forward the ideas on these problems:to properly handle the relationship between school-based curriculum and national curriculum,to take measures to optimize local cultural curriculum resources,to organize the cooperation between family and school to play the role of parents' support,to enhance the professional level of teachers,to improve the participation of students,and to improve the management and evaluation mechanism of the school.
