Research On Human Resources Development In Poverty-stricken Areas Of Jianyang City Under The Background Of Targeted Poverty Alleviation

Since the 18 th CPC National Congress,the work of poverty alleviation and development in our country has entered the sprint period of "overcoming difficulties,gnawing hard bones".The more difficult it is to get rid of poverty later,the more inseparable from the development of intellectuals.The development degree and quality of human resources directly affect the effect of precision poverty alleviation,which is related to the success or failure of the fight against poverty,and determines whether or not the goal of winning a well-off century can be achieved on time.This article takes the poor area of Jianyang as the research object,obtaining the related data through the questionnaire survey to the poor masses of 4 towns and 5 poor villages in the poor area of Jianyang city,and the interview to 27 poverty alleviation cadres in the city and county four levels,.On this basis,the current situation of precision poverty alleviation human resources development in Jianyang City is analyzed and discussed in depth,considering the Schultz human capital theory,incentive theory,inclusive and cooperative anti-poverty theory.Based on the present situation of poverty in Jianyang City,this paper aims at the existing problems such as the poor ability of poverty alleviation cadres,the low enthusiasm of the main body of social support,the imperfection of the masses' thoughts,and the lack of understanding,etc.From the three dimensions of government-led guidance,social help and support,and the poor households' own development,this paper analyzes the root causes and puts forward targeted countermeasures.It is of great practical significance to raise the level of cadres' elemental energy,enhance their consciousness of service,arouse the enthusiasm of social forces and stimulate the endogenous power of the poor in the field of poverty alleviation in Jianyang.In the new round of poverty alleviation in Jianyang(2018-2020),it can provide a true and effective basis for decision-making for the development of human resources to consolidate the effectiveness of poverty reduction,meanwhile having reference significance to other poverty-stricken areas of human resources development has.
