With the quick economic development, the scale of tertiary industry in Guangzhou has been developed and enlarged increasingly. Thus the needs of vocational service talents have been enlarged dramatically accordingly.Secondary vocational education, which plays a very important part in educating the vocational talents,is very crucial in senior secondary education.Secondary vocational education produces professional and technical talents for the regional economy. The competence framework and the occupational paradigm deserve much emphasis to create “ occupational qualities ”.Thus the occupational paradigms and educational programs of secondary vocational schools must be application-oriented and needs-oriented,which need to be researched and analyzed urgently. However, there are insufficient studies about the major setting based on needs analyses, for many studies on this carried out before were majorly about the macro theories. This thesis adopts the methodologies of literature studies, case studies and questionnaires to make a quantitative and qualitative survey about the business major educational programs of secondary vocational schools based on the needs analyses of Guangzhou tertiary industry. This research analyzes the majors based the enrollment plans of the secondary vocational schools of Guangzhou in 2017.And it is indicated that the regional needs of vocational talents should be paid much attention to while setting the majors and educational programs.Further more,it is found that the talent supplies of Accounting,Accounting Computerization,Business English,Business Japanese,International Business, etc.,exceed the demands of the original labour market;the talent supplies of Statistics,Insurance,Finance,Chain Store Management,Exclusive Sales,Marketing,E-commerce,Logistics,Customer Services, etc.,fall short of demands. Finally, governments and the secondary vocational schools are suggested to bring forward more effective supporting countermeasures, such as adjustment of curriculum structure, sufficient propaganda, professional team-work on major setting, enhancement of students' internship, more applicable business majors and educational programs, and so on.It is hoped that more application-oriented and need-oriented vocational talents will be developed and cultivated for Guangzhou regional economy, especially for its tertiary industry.
