The emergence of private higher education meets the needs of the youth the age for higher education and plays an irreplaceable role in the process of higher education in China.Throughout the country,the development of private colleges and universities is not balanced.The civilian colleges and universities in the East are far ahead of the West in terms of the number and qualities of schools,students and teachers.Private higher education of Guizhou Province in support of the government at all levels after years of developments,they have achieved good results,shared the national education resources shortage burden,eased the contradiction between supply and demand of higher education shortages.In recent years,the private higher education of Guizhou had no longer satisfied with the rapid development of low qualities but gradually evolved into the connotative development of improving the qualityies of teaching.The private colleges and universities of Guizhou promote the further development of the school and improve the efficiency of human capital allocation.They are the most effective ways.The teachers' human capital is the most core resources of the school.To improve their human capital and fully improve the quality of teaching in private colleges and universities,they can enhance the level of school running in further way.In the context of the review of the human capital theory between China and the West,this paper uses document analysis,empirical research,and quantitative analysis to deeply discuss human capital and its allocation.On the basis of this,starting from the current situation of the low allocation of teachers' human capital in private colleges in Guizhou province,the reasons for the allocation efficiency are analyzed based on the dimensions of private colleges themselves,location factors,and labor market conditions,and then through the establishment of a strong guarantee mechanism,A stable salary system,a mechanism for effective risk avoidance,and a promotion and promotion platform have been used to improve the efficiency of human capital allocation for teachers in private colleges and universities in Guizhou Province.
