With the report to the seventeen national Congress of the Communist Party of China improves the accelerating social development with the focus on improving people's livelihood until now just have passed ten years.In this period,the standard of people's livelihood has greatly changed,especially in the ethnic minority areas,which has basically met to eat fill and wear warm clothing even more important that gradually are going to the better life.It is a process of ceaseless content that included people's material life and spiritual life which is strategic planning and system development.Education is the cornerstone of national rejuvenation,and equal access to education provides an important underpinning for social equity.We will optimize the educational structure,promote balanced development of compulsory educator,vigorously develop vocational education that is education's responsibility and obligation.Pouring into the new era of "nine years compulsory educational",in ethnic areas has obtained the unprecedented achievement not only in the scale of school,the form of running a school,educational expenditures and the construct of teachers but also in education resources and the quality of education shown extreme imbalance,the demands for high quality education resources can not satisfy people.In other words”,children can easy to go to school,but can't receive the good education " is the real dilemma of education development in ethnic areas.As a multi-ethnic living area,Mu Li Tibetan autonomous county is representative of national culture and economic society development.By visiting and interviewing the region to the relevant administrative department of education,all different level of schools' teacher and parents,and then put forwards the compulsory education has a big problem--"heavy entrance,light employment".As well-known as in the ethnic minority areas have low productive forces and the backward education,a part of students haven't chance to further study and obtained employment,in order to figure out those problem the Sichuan government and local education administrative departments jointly implement the "9+3" free vocational education,namely,after nine years of compulsory education and three years of free vocational education way,to make up for the shortage of the poor quality of compulsory education.It is the policy of expediency to solve the part of students finished the compulsory education to further study and temporarily transfers the surplus rural labor force,on the face.But essentially,the poor quality of education and the difficulty of students' employment are not the solution.From 2009,it is the first time to recruit the students to now has exceeded 50,000 graduates and produced six graduates.However,when the people feel happy for their children have opportunity to go to school,at the same time the education mode of "9+3" gradually exposed some problems so that making the happy family heavy burden on his back.First of all,the poor compulsory education quality,it is concentrated in the implementation of the three-level curriculum;learning content is separated from the real life and the labor and technical education is missing.Secondly,students are not accustomed to the environment as they go to school or come back to hometown;weakness of location vocation education moreover the local government can provide fewer and fewer occupations with "9+3" graduates as well as the lack of national characteristics of students' majors will result in students are unemployed.But above all,to solve these problems lies to " Integrate education with productive labor and social practice" and high quality to popularization of compulsory education,enhance the local vocational education,set up the secondary vocational and technical schools,making students to learn scientific and cultural knowledge and the modern technical for cultivating student s quality of love laboring.By taking part in productive practice to cultivate student s dedication,comply with the professional ethics.In addition,School education has limited on the cultivation of people,but the social and family should plays a important role to develop a well-rounded person,nerveless if the local economy develop rapidly can create more chances to the students find the employment way,to try to realize the long-term development in national regions.We must carry out the Party's education policy that education should serve socialist modernization and the people and integrate itself with productive labor and social practice so as to train socialist builders and successors featuring an all-round development in morality,intelligence,physique and art,integrate education with productive labor and social practice is only way to promote all-round development person and is an important part of policy for education.By in many way to the implement of the labor and technical education in the general education that is necessary and adhere to general education integrate into vocational education,such as “penetrating” or “shunting” and so on,both the needs of the development of economic society in national regions do people's satisfactory education,is an effective way to improve the quality of compulsory education.Education is the basis people s livelihood,and employment is the foundation people s livelihood.Want students to go to school and get a job in the future thoroughly,we must carry out to popularize the high quality of nine-year compulsory education,in addition to enhance the quality of local vocational education,especially the characteristic of local area s vocational schools.Moreover,It is the goal that pays attention to students' sustainable development,the development of national cultural characteristics and local economic and social development,emphasis on vocational education professional and student's individuality development,grasp the opportunities brought by the local industry transformation,and realize the students employment.
