“The Decision” of The Third Plenary Session of the 18 th Central Committee of the CPC pointed out that the units whose administrative level is gradually abolished include schools,teaching and research institutes,hospitals and other institutions,and education de-administration has currently become a hot issue in our society.The education de-administration reform aims to exclude the external factors for the schools,adminster the schools according to School ontology education law,let the schools return to its educatioanl standard,and reveal the specialties of the schools.The Third and fourth Plenary Session of 18 th Central Committee pointed out: we should comprehensively deepen the requirements for comprehensive reform in the field of education,and make schools become the focus of our concern again.In particular,basic education will enter a period of deep transformation and adjustment.The former researches mainly focus on the administration of higher education.However,the problem of educational administration does not belong to higher education alone.It is prevalent and also has a profound impact on basic education,so paying more attention to the de-administration of basic education and providing a good environment for the development of basic education has become the focus of basic education research.This research focuses on the basic education administration,and uses the method of documentation,comparative studies,and the investigation and research methods to sort out the relevant documentations about administration in basic education,explore the current study and analyze the reasons for the existence of administrative phenomenon deeply according to the history.Basing on the relevant theory and combining the practice,the paper aims to find out the solution to the prolem of administrative phenomenon from the theoretical side.Based on these factors,this study takes the administrative exploration practice of Basic Education School in Shouguang City for an example,conducts in-depth analysis,and draws on its aspects such as canceling the school administration level,innovating the modern school system,optimizing the teaching subject structure,and regulating the rights and obligations of teaching staff.At the same time,it compares and analyzes the experience and practice of extra-territorial basic education about administration,and puts forward some suggestions to promote the de-administration of basic education from the aspects of changing concepts,improving governance structure,clearing division of labor,and optimizing resource allocation.
