A Preliminary Study On The Construction Of Think Tanks In Ethnic Universities

On the 6th meeting of the central comprehensively deepen reform leading group,General secretary Xi Jinping pointed out that governance should be able to gather more wisdom and strength and that arduous tasks of reform and development determine we must rely on strong intellectual support.At present,as our country is in the stage of full completion of a well-off society and the supply side structural reform period,facing increasingly complex new situations and new problems,the government needs to assist various think tanks for innovative,theoretical research and prospective with an aim to fill in the short board of knowledge,information and other aspects of the time.With the policy of promoting the building of the new think tank having set off the climax of the construction of University think tank,organizing the tank will not only promote the scientific nature of government decision-making but also boost their"double top"process.As the national minority university personnel,the main minority subject that has unique professional and academic advantages in construction of National University think tank and vigorously developing the National University think tank,which is conducive to better optimize the national policy:dealing with ethnic issues.However,our national universities think tank at present still has many problems,its potential role and great influence.Therefore,preliminary study of National University think tank construction problem will be conducive to the construction of high level characteristics of the think tank,to help them grow into prominent force in promoting economic and social development in ethnic minority areas.Based on the existing research platform of Z University as the research object,interviews,case analysis and comparative research methods are used in the study of construction of National University think tank.The first chapter gives an overview of the definition,characteristics,functions,necessity of the National University think tank construction through combing the relevant literature analysis historical process of tank construction in Universities for Nationalities Z University;in the second chapter,the general status of Z University National University think tank construction are analyzed,and the author attempts to summarize the existing national university think tank construction problems;the third chapter is based on the external environment and the internal causes of the problem analysis foundation,think tank construction of national universities,and put forward specific suggestions.The results show that the National University think tank construction has made remarkable achievements,reflecting the diverse types of the surge in the number of think tank,think tanks,research field expansion,think tank output.But at the same time,the National University think tank also has its own research quality needing to be improved;foreign influence is insufficient,but the function is not obvious,and the problem is a lack of autonomy,research funding shortage and unreasonable personnel structure.To solve the above problems,this study puts forward some countermeasures and suggestions from the external environment and internal foundation.In the external environment,the government and the community should strengthen consultation consciousness,increase policy support;improve the system of selecting talents,strengthening the construction of the team;smooth financing channels,increase the input of funds;strengthening the legislation,perfect the legal protection.The internal foundation,colleges and universities should clear the objectives,to explore the characteristics of the construction path;build collaborative innovation platform,and external resources integration;effectively use media resources to build output channels,improve the scientific research management system,and improve the assessment mechanism...
