Research On The Employment Of Land-lost Farmers In Inland New Areas In The Process Of New Urbanization

With the rapid development of urbanization and continuing expansion of the urban land scale,a huge amount of land-losing peasants consequently sprang up during this process.The establishment and progress of new development areas of state-level have also facilitated the enormous growth of the number of landless farmers inevitably.Due to the limitation of geographical location and the level of economic and social development as well as the peasants' low educational level and poor quality of professional skills,most of these landless peasants residing in the inland new development areas of state-level have no capability of achieving successful employment after losing their land.Therefore,the employment of landless peasants is becoming the prominent problem that urgently needs to be addressed during the developing process of those inland new development areas of state-level.The construction of new type urbanization requires people-oriented sustainable development,and demands paying close attention to people' livelihood and focusing on the quality of urbanization.The employment of landless peasants is also related to the development of new type urbanization.Addressing the employment issues of landless peasants is an important measure and is also the crucial point to promote the sustainable development of the inland new development areas of state-level,which shall remain top priority.Gui'an New Area,established in 2014,is one of these new development areas of state-level,which is faced with many challenges,such as starting from a low base with weak industrial feature and being lack of comprehensive supporting elements.At present,the employment of landless peasants is becoming one of the most important issues during the economic and social development period of Gui'an New Area.Multi-aspect contradictions are prominent.This paper,under the background of new type urbanization's development,takes the land-lost peasants in the area directly governed by Gui'an New Area as the research object.The basic situation of landless peasants in resettlement sites is understood through questionnaire and interview.Through analysis and research,the paper found the current situation of entry level,such as the main employment status? employment channels?employment income and employment security situation of landless peasants,and the different characteristics of different forms of employment.On the basis of understanding the basic situation and employment status and characteristics of landless peasants,it is found that the employment situation of landless peasants is worrying: the employment rate is low and flexible,the employment income level is low and unstable,the self-employment is difficult,and the employment security is lacking.Under social support theory ?the guidance of human capital theory and social network theory,from the perspective of social network and human capital,this paper analyses the main factors affecting the employment of landless peasants,such as market environment factors,system and policy factors,as well as the social relationship network of landless peasants and their own cultural quality.In order to solve the employment problem of landless peasants in Gui'an New Area and promote the sustainable development of urbanization construction in Gui'an New Area,the article suggests that the government should take the landless peasants as the center,and that we should grasp the market driving role and resource advantages,give full play to the leading role of the government,introduce non-governmental organizations to reconstruct the social network support of landless peasants and pay attention to improving the human capital of landless peasants.Accumulate four countermeasures and suggestions to promote the employment of landless peasants,and build the employment support system of landless peasants in Gui'an New Area.
