Research On The Efficiency Improvement Of Scientific And Technological Talents In Guizhou Province

With the continuous improvement of the strategic position of talents in economic,social and scientific and technological development,the competition of the level of science and technology among countries gradually reflects the competition of comprehensive strength among countries,and the importance of scientific and technological talents is becoming more and more obvious.The problem of scientific and technological talents has become the focus of the world.The efficiency of talents reflects the contribution of talents to the economy.Countries around the world are constantly adjusting measures in order to get effective accomplishment of scientific and technological talents.It is of great significance to study the efficiency improvement of scientific and technological talents in Guizhou Province in order to find out the related factors restricting the efficiency improvement of scientific and technological talents,promote the transformation and upgrading of economy and society,enhance the regional competitiveness,and realize the high quality development of economy and society.Based on the government level,this study mainly studies the efficiency improvement of scientific and technological talents in Guizhou Province,adopting the methods of literature research and comparative research and so on.Firstly,it analyzes the domestic and foreign documents about scientific and technological talents,and talents’ effectiveness,and so on.This paper expounds the concept of the scientific and technological talents and the effectiveness of the scientific and technological talents;Next,using the theory of incentive theory,human capital theory and organization theory and other theories to establish the logical relationship and function framework between government and the promotion of scientific and technological talents’ effectiveness.Then by collecting the evaluation indexes selected by various scholars and combining with the present situation of Guizhou Province,the efficiency evaluation system is constructed to calculate the comprehensive evaluation value of the effectiveness of scientific and technological talents in Guizhou Province and the average value of the whole country and the eastern,middle and western regions,and find out the gap existing among Guizhou Province and other areas,and find out the restricting factors of promoting the efficiency of scientific and technological talents in Guizhou Province;Finally,from the government level,explore the optimal path to improve the efficiency of scientific and technological talents in Guizhou Province.The research finds that the government’s financial investment in scientific research,the system and policies and the scale of scientific and technological talents will restrict the improvement of the efficiency of scientific and technological talents.Through government incentives,subsidies,tax concessions,creating a good scientific research environment,the government plays an important role among the subject of scientific and technological talents.Restricted by such factors as the policy of scientific and technological talents to be improved,the interaction between universities and enterprises to be deepened,the mode of financial investment in scientific research to be innovated,and the mechanism related to talents to be improved,the efficiency of scientific and technological talents in Guizhou Province is far below the national average level and the efficiency of Scientific and technological talents needs to be improved urgently.This paper suggests that Guizhou Provincial government should improve the efficiency of scientific and technological talents mainly by making perfect policy system,promoting multiagent linkage,reshaping the investment concept of scientific and technological talents.
