Reemployment is the re-integration and rational use of social resources,which is in line with the requirements of the two priority strategies of talents and employment in the deployment of the 19 th national congress of China and conducive to social harmony and stability.The present economic structural transformation and supply-side structural reform put forward higher requirements for promoting employment and reemployment.Based on this background,this paper investigates and studies the existing reemployment theories and practices of local governments,and puts forward some ideas and countermeasures for reference,hoping to play a certain reference significance for local governments to promote more adequate and high-quality reemployment.This paper takes reemployment work as the research object and local government as the starting point.Based on relevant reemployment theories,such as "unemployment and employment elasticity theory","trait-factor theory" and "human resources theory",this paper comprehensively uses literature research method,questionnaire survey method and comparative analysis method to select representative yantai government as the case analysis.This paper studies and discusses the re-employment problem in the process of economic structure transformation in yantai.Firstly,it expounds the current policies and measures of yantai government to promote re-employment,and then carries out the questionnaire survey of unemployed people.It finds that the main problem lies in the insufficient understanding of the local government to promote re-employment and the lack of perfect supervision system.It is difficult to implement reemployment funds in some backward counties and urban areas.Lack of market-oriented role,classification of the lack of targeted assistance;Lack of guiding the unemployed to set up the re-employment concept keeping pace with The Times;The policy and system of reemployment training need to be updated and improved.Then,it analyzes the successful practice and experience of local governments in promoting reemployment at home and abroad,taking the capitals of medium-developed countries and developed countries as examples,and taking the surrounding cities as examples in China,to get some enlightenment on promoting the reemployment of local governments.Finally,this paper puts forward the ideas of promoting the reemployment of local governments and improving the reemployment service system.In view of the problems existing in yantai in promoting re-employment,this paper,based on the successful practice of local governments at home and abroad,finally improves the implementation of re-employment policies by strengthening the re-employment responsibility system and establishing a sound supervision and inspection mechanism,and improves the social security mechanism by expanding the coverage of unemployment insurance and strengthening the ability of social assistance.From improving the public employment service system to expand employment channels,build public employment service platform,classified help key groups;Some specific ideas are put forward from the three aspects of improving the training quality of reemployment skills and paying attention to innovation and entrepreneurship skills,so as to promote local governments to achieve adequate and high-quality reemployment.
