The Shaanxi-Gansu-Ningxia Border Region is a model of the Citadel which is led by the Communist Party of China and had experienced the Agrarian Revolution,the Anti-Japanese War and the Liberation War.In order to healthy and orderly manner on the construction of political power,economic and cultural education in the border region,in-depth social transformation activities had become the necessary way to consolidate the base region.To this end,the border government has carried out the long-term and extensive social education to reform the "loafer",so it had abolished bad habits in society,promoted the agricultural production,and established a stable and harmonious society,accelerate to build a new democratic cultural education in the border region.So that,summarizing the educational experience of transforming the "loafer" in the social education in the border region has important implications for the current implement targeted poverty reduction and alleviation measures.This research adopts the literature research method and the historical analysis method.On the basis of combing and analyzing a large amount of historical materials,analyze the social educational background,educational activities,educational achievements,educational experiences and enlightenments of the transformation of the"loafer" in the Shaanxi-Gansu-Ningxia Border Region.The study reproduces the historical situation and educational activities of transforming the "loafer" in the social education in the border region.Specifically,along the following research ideas,carry out related research and form research contents and viewpoints in several aspects:First of all,the thesis analyzes the background of the era of social education in the border region.After the beginning of the Anti-Japanese War,due to the economic blockade of the National Government and the special geographical environment of the border region,the finance in the border region has experienced great difficulties,the burden of the masses has intensified,and the relationship between the government and the masses has become tense.In addition,the culture of the border region was backward,the educational resources were extremely scarce,and there were many "loafer,who are lazy and has caused certain harm to the development of the border region.To this end,the border government proposed the slogan of mobilizing all personnel to participate in productive labor and overcome the difficulties together.The reform of the "loafer" by the border government is not only the need to liberate the agricultural labor force,but also the need to promote economic development,and it is also the requirement for social transformation and social governance.Secondly,the research describes the educational activities and methods of the transformation of the "loafer" in the border region.Through in-depth investigation of the specific situation of each "loafer",the corresponding educational measures were taken to solve the problem,mainly including govermment persuasion education,mass supervision creating a good social opinion,and persuading probation and coercive production.The third part is the educational achievements of the "loafer" reform in the border region were evaluated.After the learning of social education,the "loafer,not only solved the problem of food and clothing,but also reformed into a hard-working and law-abiding laborer;it also changed their ideological concepts,established the spirit and courage to take the initiative to get rid of poverty,and promoted the social wealth and the harmonious development of the border region society.Fourth,this part sums up the educational experiences and enlightenments of the"loafer" reform of the border region.The successful transformation of the "loafer,has made positive contributions to the economic construction of the border region,the consolidation of political power,and the changes in social atmosphere,it also accumulated rich experiences for future social transformation and social governance.Although the border government has experienced some deviations in the early stages of the reform process,such as,used of punishment methods,and lacked of cooperation among the masses and so on,but the useful experiences of transforming the "loafer" in the border region is still worth learning,not only provided a mirror for the Chinese Communist Party to solve rural social problems,but also has important implications for the implementation of China's current "targeted poverty reduction,work.For example,the government can educate the people in poverty-stricken areas,strengthen vocational training for rural surplus labor,solve the practical difficulties of poor areas,advocate proper recreational activities,and enrich the cultural life of the people.Strengthen the ideological education of grassroots cadres,and truly helping people increase confidence in their own ability to lift themselves out of poverty and see that they can access the education they need to do in each family;heIp the "loafer" get rid of poverty spirit through the various modes,change existing ideas,raise the level of knowledge,and establish the confidence to get rid of poverty.
