On Nov.29,2015,the Central Committee of the CPC and the State Council issued the Decision on winning the fight against poverty,requiring that all the poverty-stricken population shall be guaranteed to be lifted out of poverty to the year 2020.This decision is a sign that the development-oriented poverty alleviation in China has stepped into a sprint period when the battle will be tough and crucial.As is stipulated in Article ?Item IX,it is required to accelerate the implementation of the educational poverty alleviation program so as to cut off the spreading of poverty from one generation to another by the means of education.The goal of winning the fight against poverty is in line with that of the poverty reduction strategy implemented by the United Nations.For this reason,the educational poverty alleviation program carried out by China is warmly welcomed and supported not only by the Chinese government and people,but also by the UN and the principal organs of the UN system.In order to win the fight against poverty,China is endeavoring to promote the development of the educational poverty alleviation program and establish increasingly deeper cooperation with the international organizations.Compared with the developed countries,however,there is still a large space to go forward.For this reason,the thesis adopts the literature research method and the method of comparative research and tries to study the educational poverty alleviation policies of the international organizations through the analysis of three comparatively influential international organizations,i.e.the United Nations Educational,Scientific and Cultural Organization,the World Bank and the United Nations Children's Fund.Based on the analysis of their histories,institutions and characteristics,the three international organizations are compared,with their similarities and differences drawn.Then their experiences will be learnt and the development trend will be estimated.All these will bring some inspiration and referencesto the advancement of the educational poverty alleviation policy in China.This thesis can be divided into four parts:Part One is the introduction.The international organizations affirm the role of education and formulate educational poverty alleviation policies from various perspectives according to their own value orientation and tenet.In this part,the thesis confirms the conditions and development trend of the educational poverty alleviation policies implemented by the international organizations on the basis of sorting the related researches both at home and abroad.At the same time,it gives a definition to some core concepts,such as educational poverty alleviation and international organization,and then makes some explanation to research thought and research method.In Part Two,the thesis makes some targeted analysis of the educational poverty alleviation policies carried out by the United Nations Educational,Scientific and Cultural Organization,the World Bank and the United Nations Children,s Fund.It sorts out their historical development,studies the institutional arrangements and analyzesthe characteristics ofthese organizations.The three international organizations mentioned in this thesis belong to the UN system and they are influenced by the concepts of the UU as well as its poverty reduction strategy.The three international organizations carry out the educational poverty alleviation plan by making the best of their own advantages and considering their own tenets and propositions.The United Nations Educational,Scientific and Cultural Organization plays a guiding role in the educational poverty alleviation program of the world.The World Bank isthe largest financing party to support the implementation of the educational poverty alleviation policies and guarantees the validity of the educational poverty alleviation policies by the means of instruments and economy.The United Nations Children's Fund focuses on the various rights and interests enjoyed by the children under the age of 18 and it tries to promote children's growth by the means of education and help them get out of poverty.In Part Three,the thesis makes a comparison among the three international organizations on their homogeneous characteristics and heterogeneous characteristics from different dimensions,on the basis of the research on the educational poverty alleviation policies carried out by the organizations.It also tries to discover the macro and comprehensive positioning of the educational poverty alleviation policies of the three international organizations.All the three organizationslay emphasis on the expansion of the participant groups of the educational poverty alleviation policy and choose the vulnerable groups as their target in poverty alleviation.They focus on the regulation on the designing,operation and monitoring of the educational poverty alleviation program,and endeavor to innovate their technological means to guarantee the effective running of the educational poverty alleviation policies.However,there are some differences in the educational poverty alleviation policies carried out by the three international organizations,including the orientation of the concept of their educational poverty alleviation policy,the nature and position of the organizations,the source of the fund to support the policies and the highlights of their policies.In the process of educational poverty alleviation,the previously mentioned organizations have accumulated a variety of experience during the past several decades,enabling them to guarantee the validity of the educational poverty alleviation policies.In the part,the thesis makes some estimates on the latest trend of the educational poverty policies carried out by the international organizations on the basis of the analysis of their overall experience.In Part Four,the thesis makes an analysis of the present conditions of Chinese educational poverty alleviation policies and the problems existing in our cooperation with the international organizations on the basis of the research in the previous parts.It examines the educational poverty alleviation policies in China and proposes taking an initiative and deeper part in the educational poverty alleviation programs carried out by the international organizations on the macro level.On the micro level,it comes up with some specific suggestions that China should leam from the advanced experience of the international organizations,promote engagement in educational poverty alleviation and cultivate corresponding talents.The thesis sorts out and explores the educational poverty alleviation policies carried out by three representative international organizations,makes a comparison among them from various dimensions and draws a conclusion of their experience.According to the analysis of the current conditions in China,China is suggested to take profound participation in the educational poverty alleviation policies carried out by the international organizations,learn from their advanced experience and reflect on the problems appearing in the process of cooperation.By doing so,the educational poverty alleviation work in China can be promoted and the overall anti-poverty project can proceed successfully.
