Outline of National Medium-and Long-Term Program for Education Reform and Development(2010-2020) issued in 2010 proposed the innovative personnel training pattern,explored education and teaching method,advocated participating teaching mode,helped students learn to actively participate in learning,and improved the quality of students.The focus of participatory teaching mode is basically consistent with the requirements of the National Education Plan,and effective implementation of participating teaching model is an important action to practice the National Education Plan.Notice for Educational Books for Primary and Secondary School Students in 2016 issued by the General Office of the Ministry of Education in 2016 explicitly stipulated that changing the name of “Ideology and Morality” to “Ethics and the Rule of Law” in compulsory education primary school period,corresponding textbooks have also been revised.New textbooks embody the philosophy of keeping up with the times,advocate breaking through traditional educational methods and means,guide students to actively take part in education,and exert the dominant position of students.However,in current teaching process,under the pressure of entering a higher school and examination,Ethics and the Rule of Law courses pervasively present “cramming” and “rote memorization”,only pursuit imparting systematic knowledge,ignore the education property of the Ethics and the Rule of Law courses,obstruct the enthusiasm and creativity of students,violate the principal of integrated development.In the Report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping emphasized the priority of education,satisfied the educational demand of the citizens,carried out the educational policy,fulfilled the fundamental task of cultivating morality,developed quality-oriented education,and trained socialism constructors and successors with all-round development of morality,intelligence physique and aesthetic.On this background,author applied the literature research method,questionnaire survey method,case study et al.,based on the analysis of the present situation and practice of participating teaching method,we proposed advices for improving participating teaching method,including the following four parts:First part includes an introduction and an overview of relevant theories.The introduction mainly introduces the research significance and research summary of this topic.The overview mainly focuses on introducing the concept,character,principal and theory basis of participating teaching method,and significance of the Ethics and the Rule of Law courses.Second part introduces the existing problems and corresponding reasons for applying participating teaching method in the Ethics and the Rule of Law courses.In this part,we mainly adopt questionnaire surveys on students and interviews with teachers,as well as observations in teaching practice,presenting the exist problems of participating teaching method and analyzing corresponding reasons from the aspects of students,teachers,schools,teaching philosophy,evaluation mechanisms,etc.Third part offers suggestions for applying participating teaching method in the Ethics and the Rule of Law courses for primary school students.In this part,based on the current situation of the application of participating teaching method in the Ethics and the Rule of Law courses,we propose suggestions for improving,and make supplementary by applying this method in practical teaching.Fourth part exhibits the whole teaching process of applying participating teaching in practical teaching through an example,so as to further reflect on how to effectively improve the application effect of participating teaching in the Ethics and the Rule of Law courses.
