| The Lvliangshan contiguous destitute area is one of the 14 concentrated contiguous areas in China,covering 13 state-level poverty-stricken counties of Shanxi Province.The total number of documented and filed poor people here is 805 thousand,which accounts for 42.9%of the total rural population in this area and 30%of the total number of poor people in Shanxi.The ecological environment here is fragile with its undulating terrain,barren soil and serious soil erosion.Besides,the transportation is inconvenient and local people here lives hard in harsh conditions.It is the top priority and main battlefield of Shanxi’s poverty alleviation work.Based on field survey of the six impoverished villages of Qinglugou,Jingle County and an extensive investigation of poverty issue of the area,this paper proposes that the poverty in Lvliangshan area is both disabled and expenditure-based and mainly expenditure-based,and points out that the root of poverty in the loess hilly and gully region of Luliangshan lies in the inefficient agriculture caused by vegetation deterioration under a fragile ecological environment.With the population growth,large-scale lands are reclaimed as farms,which greatly intensified soil erosion.In turn,it forces a further expansion of land reclamation.Therefore,the area has stepped into a vicious circle and poverty trap with the interaction between ecological fragility and poverty and backwardness.As far as Qinglugou is concerned,to solve the poverty problem needs an increase in social security on medical care,education,old-age care,and disability to reduce the rigid expenditure burden of the people in difficulty and gradually narrow the gap caused by an inadequate and uneven development on one hand.On the other hand,we should improve the production and living conditions of the poor and develop ecological agriculture to increase the income of people by vigorously planting trees,returning farmland to forest,restoring vegetation and relocating the poor and increasing their asset income. |
