Enterprise annuity,in fact,is the "enterprise supplementary endowment insurance" in the past,which refers to apart from the government in the implementation of the basic pension insurance system,the enterprise provides employees with a certain degree of retirement income protection Welfare system according to their own economic strength and operating conditions.The aim is to mobilize the enthusiasm of employees and to improve the level of treatment enjoyed by retirees.It has become an important supplement to the national basic old-age insurance.In the process of continuous reform and perfection of modern social insurance system,China's enterprise pension system,after 20 years of development,has gradually set up the basic framework,its organizational structure,management system and supervision mechanism,Market operation mechanism has also gradually improved.To further promote the construction and development of enterprise annuity system helps to attract talented people,fully mobilize the enthusiasm of employees and to promote the core competitiveness of enterprises to enhance;helps to further promote deeper reform of China's old-age security system,enrich China's social security system,promote social justice and harmonious,which is conducive to safeguarding the peace and happiness of all the people,is an important means for stepping to China's socialist welfare society in an early stage.Based on the research of experts and scholars at domestic and abroad,this paper reveals the inherent essence and extension of enterprise annuity,and analyzes the difference and connection between enterprise annuity and basic old-age insurance.Based on the research of experts and scholars at home and abroad,this paper makes a brief description of the main connotation and formal characteristics of enterprise annuity,so as to explore and find the correlation and difference between enterprise annuity system and basic old-age insurance system.From the practical level,the Hubei Provincial Transportation and Investment Group Co.,Ltd.as the object,from the aspects of enterprise annuity plan's overall thinking and basic principles,defined payment and treatment,the establishment of annuity management model and others,to research the construction of state-owned enterprise annuity system and its specific process.The paper puts forward the problems such as system flows existed in the enterprise annuity,lacks of awareness,untimely law and legislation and the imperfect supervision mechanism of the enterprise annuity fund.In view of the typical and Non-typical problems existing in the construction of the annuity system of state-owned enterprises,put forward the countermeasures and solution to solve the problem in four ways:strengthening the system construction,raising awareness and enthusiasm,improving the law and legislation and intensifying the supervision.It is hoped that this thesis will have a certain inspiration to expand the theory of enterprise annuity management and its perspective,which will raise more attention to the construction of enterprise annuity system of state-owned enterprises.
