In recent years,the trend of economic development in our country has gradually shifted from traditional industrial enterprises to modern service industries with stronger innovation awareness and higher added value,that is,the transformation from "Made in China" to "Wisdom Made in China".Small and medium-sized technology-based enterprises(Technology-based SMEs)have rapidly developed in this context.Technology-based SMEs are affected by many factors in the initial stage.Therefore,there are obvious disadvantages in competing with large and medium-sized enterprises in attracting quality innovative talents.At present,the relevant research at home and abroad is not comprehensive.This paper hopes to discover the problems existing in this kind of enterprises in human resource management and put forward constructive opinions based on the learned knowledge.This has a strong reality for the Technology-based SMEs in the early-stage.This paper collects the research data of Technology-based SMEs in the southern part of Jiangsu Province which are in the initial stage.Through the investigation and research,the existence status of the Technology-based SMEs is collected.Based on the actual state,to propose solutions and build a systematic human resources support system for enterprises.This article also chooses TZ Company,a technology-based small and medium-sized enterprise in the initial stage,as the research object,using the methods of field research,questionnaire survey and interview,to make a diagnosis research,find the problem and analyze the problem through the experience,combine the advantages and disadvantages of the enterprise,improve the human resource management system of the enterprise.This article is divided into seven parts,including an introduction,a review of relevant theoretical studies,the characteristics of human resources management of Technology-based SMEs in science and technology,the plight of human resources management in Technology-based SMEs in the start-up period and the human resources management strategies of Technology-based SMEs.Finally,the paper analyzes the actual experience of human resource management in enterprises and puts forward corresponding suggestions and prospects.
