Industrial Optimization Strategies’ Framework And Assessment In The Integrated Industrial Ecosystem Perspective

Promoting economic growth and proving urban development are government function of macroeconomic regulation in our country.They always achieve industrial optimization by formulating strategies.However,at present,the industrial optimization strategy in practice is obviously challenged.This paper holds that one of the important reasons is the change of the macroeconomic environment,which has greatly changed the ecological environment of industrial development,and the current industry strategy still presents the characteristics of "industrial theory industry",and not fully corresponding to the industrial ecological environment to formulate relevant strategies.Therefore,based on industrial ecology,this paper rethinks the industrial optimization strategy model,establishes the industrial optimization strategy and evaluation framework based on the industrial integrated ecosystem,and selects two provinces of Guangdong and Zhejiang,which have great differences in the ecological system of the industrial strategy,and carry out empirical tests on the two provinces of Zhejiang and Beilun District,Ningbo.The industrial strategy of the bank was evaluated.The thesis first summarizes the theory of industrial ecology,including the theory of enterprise life cycle,the theory of enterprise evolution,the theory of industrial ecological community,and the theory of industrial ecosystem.It indicates that there is still a shortage of industrial ecology,which mainly focuses on the micro level of industrial ecosystem,and pays little attention to the macro level of industrial ecosystem,which is also very important to the development of industry(especially in China’s current macro conditions).Of course,it is reasonable for industrial ecology to attach importance to the industrial ecosystem.In view of the above deficiencies of the current industrial ecology,this paper puts forward the same attention to the industrial macro ecology,and thus establishes the integrated industrial ecosystem concept,that is,in the industrial ecosystem,the industry and other macro systems have mutual support and organic interaction,and the industry and the industry ecology.There is also an interdependent and interdependent organic relationship between systems.(1)In the macro level,the integrated industrial ecosystem refers to a regional industrial system and the macro industrial ecosystem,and other macro subsystems(such as urban public service system,economic system,social system,etc.)to form a mutually dependent and supportive,organic interaction.(2)In the micro level,the growth and optimization of enterprises and industrial clusters are related to the growth environment of the industry.The whole industrial ecosystem not only includes the relationship between the information flow and the structure among the enterprises and the industrial clusters,but also includes the industrial ecological environment which is beneficial to the self growth of the enterprises and the industrial clusters.Furthermore,this paper establishes an industrial optimization strategy framework based on the integrated industrial ecosystem view.(1)From a systematic perspective,the industrial optimization strategy based on the integrated industrial ecosystem view should include the whole industrial ecosystem,as well as the relationship of interdependence and interdependence among various systems and subjects.(2)From the perspective of adaptability,the industrial optimization strategy should be able to achieve dynamic adjustment and form an environment conducive to industrial self-regulation.Based on the systematic and adaptable two levels of the industrial optimization strategy,the corresponding industrial optimization strategy evaluation framework is proposed,including the systematic evaluation of the industrial optimization strategy,the adaptability evaluation and the performance evaluation analysis.Based on the evaluation method of industrial optimization strategy based on the integrated industrial ecosystem view,the industrial optimization strategy of Zhejiang and Guangdong provinces is empirically tested.The industrial optimization strategy of the two provinces represents the industrial optimization strategy of the relative integrated industrial ecosystem and the view of the industrial ecosystem under the view of the traditional industrial ecosystem.Through the analysis of the performance,the rationality of the theoretical framework and the optimization strategy of the industrial whole ecosystem is tested.Based on the experience of industrial optimization in Guangdong and Zhejiang,the concept of the integrated industrial ecosystem strategy blueprint is further proposed.Finally,using the strategic blueprint of industrial optimization under the integrated industrial ecosystem,the industrial optimization strategy of Beilun District in Ningbo is evaluated.From a systematic point of view,Beilun district gradually forms the coordination mechanism of the synchronous and coordinated industrial system and the external system;from the angle of adaptability,the Beilun district forms the adaptive evaluation system and the adaptive regulation mechanism.We should pay attention to the individualized growth of the enterprise,establish the accurate enterprise evaluation system and the differential enterprise policy base,establish the dynamic monitoring mechanism of the enterprise,and aim at the difference characteristic of the enterprise,form the multiple environment that can promote the self-regulation of the enterprise,promote the self optimization and the self replacement of the enterprise,and form a healthy and sustainable enterprise growth.The
